The Study On Economic Structure System Of Heilongjiang Province

Currently the prominent question Heilongjiang Province economy faces is institutional and the constitutive contradiction. The constitutive problem in economy has affected the speed and the quality of the economic development of Heilongjiang Province seriously, the solution of which becomes a most urgent duty in the Heilongjiang Province economy development. This article take the economic structure theory and the regional economy interrelated theories as the basis, take the system theory and synergies theory in systems science methodology as the method, unifies the method of empirical analysis and canonical parse and the method of the dynamic analysis and the static analysis, has conducted a comprehensive, systematic, thorough research to the Heilongjiang Province regional economic structure.Firstly, this article has constructed the research bare bone of the Heilongjiang Province economic structure system, and proposed that the Heilongjiang Province economic structure system should constitutes by five sub-systems, including: industry structure, ownership structure, urban and rural structure, region structure and investment structure. This proof result is gained by the explanation of economic structure system, the characteristic, and further more by making it clear about the integrants of the Heilongjiang Province economic structure system, and the induction and the summary of the correlated theories.Secondly, the paper carries on analyses to the five sub-systems of the Heilongjiang Province economic structure system thoroughly. The economic structure system is a complex system constituted by many sub-systems which relates mutually through the different way and takes a constituent support to other systems and the overall system. Therefore, sub-systems analyses should include the sub-system system interior analysis, the system coupling analysis, the subsystem level of development quota estimates as well as direction choice analysis of promoting the respective function. Through the real diagnosis research, we summarize the main question existing in the Heilongjiang Province economic structure system.Thirdly, the paper conducts the research on coupling relations between the sub-systems of Heilongjiang economic structure system from the two angles of qualitative and the quota. The paper established a systematic dynamics model for Heilongjiang economic structure. After the consistency examination and the sensitivity examination, it can be tested that the model can reflect the general behavior of the economic structure system. By means of multiple regression, the parameters in the dynamics model was determined. With the parameter the simulation was carried on. The result indicated that, the error between main appraisal target simulation value and the actual value of each subsystem is small, and the model can reflect the whole change situation of the Heilongjiang Province economic structure system. Finally the paper uses the established model to carry on the forecast of the Heilongjiang Province economic structure from 2006 to 2010. Simultaneously the paper carried on the analysis to mutual influence between the various subsystems.Fourthly, this article has constructed a multi-level appraisal target system based on the Heilongjiang Province economic structure system. It processed the correlation statistical data using the principal components analytic method, then obtained the trend of escalation in the overall level of development of the Heilongjiang Province economic structure system in the inspection time, and it conforms to the conclusion that there is unification for the development regional structure between the cycle jumps and the condition of making progress alternatively in the cycle.Finally, this article proposed the Countermeasures for optimization of the Heilongjiang Province economic structure system according to the conclusion which the real diagnosis research obtains. Heilongjiang Province should consider it as a whole and design it systematically that, the five aspects, industry structure adjustment, ownership structure adjustment, urban and rural structure adjustment, region structure adjustment and investment structure adjustment should be put into consideration together so as to put forward the strategic adjustment of economic structure. It must take the investment structure adjustment as the breakthrough point, speeds up the system of ownership structure adjustment emphatically, steps up urban and rural structure adjustment and region structure adjustment suitably advancing the industry structure adjustment thoroughly during the continuation, which definitely causes their roughly coordinated synchronization development and the "resonating" effect.
