Study On Dynamic Evaluation And Its Application Of Regional Industrial Sreucture

Industrial structure optimization is a cosmopolitan and leading item with theoretic value and practice value. Also it is a hotspot in Chinese industrialization. The practice of economic theory and development said: regional industrial structure optimization is very important in regional economy pushing, the society and environment development and economy increasing. The 11^th Layout Compendium point out: "Adhere to promote development through industrial structure optimization. Aimed at the economy structure adjustment as the pivot. The method to improving the economy should be altered from by industry leading and amount increasing leading mode to by three levels industries corresponding leading and structure optimization and upgrading leading mode." So it can be seen that the optimization and adjustment of industrial optimization is a main extended task of our country's economy development and a important research content of economic theory domain.The presently overseas research works focus on the macrocosm layer of industrial structure optimization, and the most sample data selected from the historic record of developed country. Through comparing research about different countries and different areas, the standard mode and common evolvement current is explored. Interiorly, academicians research work focus on the some aspects such as the understanding of industrial structure optimization, the effect factors and mechanism of industrial structure optimization and selective standard of leading industries etc. Most of above researches use logical consequence methods to fulfill the qualitative analysis with seldom quantitative analysis and test. The problem of regional industrial structure optimization and quantitative evaluation is concentrated in below aspects: Firstly, as different understanding to industrial structure optimization, it is not comprehensive to evaluate the rationalization and advancement of industrial structure. Secondly, because of numerous effect factors in existence and the ignoring of the self-correlation, timeliness, and regionally questions, the evaluation results run short of objectivity, notwithstanding some researchers have built many evaluation index systems of industrial structure optimization. For using overfull indexes, some index systems can't go into action by difficulties of calculation and data collection. Thirdly, known from the literatures, the integrated regional industrial structure optimization and quantitative research system has not be founded.So, this paper focuses on the regional industrial quantitative evaluation methods and applications and tried to build a kind of the regional industrial structure optimization and quantitative evaluation system. Main content including 4 parts as below:I .The Theoretic BasicIn this part, paper gives out the theoretic background and foundation of the research work, the recapitulation and evaluation of research actuality and existent problem, and the routine, methods, framework, and content of the research. Paper also gives out some basic concepts of regional industrial structure optimization, such as Region, Industry and Industry System, Industry Structure and Industry Structure Optimization etc. Through the retrospect of the regional industrial structure correlative theory (such as generic equilibria theory, devotion-output theory, industrial conjunction theory and Broad Road Theorem in industrial structure diversion etc) and common methods, the foundation of this paper is established.II .The Kernel QuestionsIn this part, the research work was expanded in 4 aspects: (1) The basic connotation of industrial structure rationalization was redefined, and the judge standard of industrial structure rationalization was discussed. Then, the regional industrial structure rationalization evaluation index system is founded and a new industrial structure rationalization measurement is brought forward. (2) The basic meanings of industrial structure advancement is put forward, and main characteristics of industrial structure advancement is described also the action mechanism of industrial structure efficiency is discussed. Then a kind of evaluation index system of industrial structure advancement is established and one measurement method of industrial structure advancement is put forward based on Artificial Neural Networks. (3) The basic meanings of industrial structure high-efficiency is put forward, and main characteristics of industrial structure high-efficiency is described also the action mechanism of industrial structure high-efficiency is discussed. Then a kind of evaluation index system of primary, secondary, third industrial structure high-efficiency is established and one measurement method of industrial structure high-efficiency is put forward based on Data Envelopment Analysis. (4) One interaction relationship model is established and one selective path of industrial structure optimization is put forward.III. Applications of ModelsBy using industrial structure optimization measurement model, the Qingdao's (a city in Shandong, China) industrial structure rationalization, industrial structure advancement, industrial structure high-efficiency are measured firstly. Also measurement work above is done to one coal mine city—Xintai (a city in Shandong, China). The mainly reasons of effecting the evolution of region structure is analyzed and the strategies of industrial stratagem selectivity is put forward.IV .Conclusion and ProspectThrough summarizing mainly works and conclusions, paper tells us that, in the future, the research of industrial structure optimization has a development current of intercross and amalgamation of mutisubject and many theories and methods will be put into use in this field, such as modern analysis method, modern statistic method, system analysis method and computer imitation method.
