The Research Of Establishing The Saving Society Under Resource Restriction

It's very obvious that the economy in our country has gained continuous and rapid increase which has not occurred in the past during the recent decade since the open and reform policy has been put in practice. The general strength of our country is getting increased consistently, and people's standard of living is getting improved. However, because of the enormous population, the average resource possession rate is low. At the same time, our country is experiencing the fasting increase of industrialization, urbanization, marketing, and internationalization, which means our country is faced with the opportunity of quicker development as well as huge resource and environmental pressure. The fast enlargement of resource exploitation, the dramatic incline of energy consumption, all of these lead to an extremely high level of resource consumption and environment pollution in China. Extensive economic increasing brings us furious conflict of resource and environment. This kind of conflict will get deteriorated with the enlargement of our economic scale and increase in resource expenditure. If we don't take actions to turn the tables, not only is the condition hard to endure, but also is impossible for the goal of industrialization and modernization to realize. Therefore, there's no time to delay to fasten our step to establish the saving society and to mitigate the conflict of energy and resource restriction.To establish saving society under the restriction of resource is a brand new model of realizing continuous development of our society, and it is an important topic of economic and social development in the long run. Establishing saving society in the market economy is involved with lots of principal parts including the government, corporations, social individuals, etc. This process is also influenced by some factors such as the way that the economy increases, the system, the development of technology, the implementation of policies, and the national and abroad environment, etc. So we can say it is a long process of get the saving society established. Judged by current condition, the establishing of saving society in our country is just at its beginning, namely, it is just at its beginning pace. Great amount of theoretical and practical problems have to be acknowledged and deeply studied. More research from multi-angle and multi-field is needed.This dissertation mainly makes research about saving society construction under resource restriction from three aspects on the basis of resource limitation. The first is the aspect of natural resource level, the second the main layer of constructing saving society, which includes the government, corporations and social individuals. The third is on the moral layer, which is mainly about individual behavior, conceptions, and the civilization degree of human being development. The dissertation basically takes the beginning of research from the respect of saving natural resources. It tries to take the government, the corporation, social individuals and the social ethics into consideration. It primarily analyzes the drawbacks and restrictions of the construction of the saving society. The restrictions mainly lie in aspects such as the singleness of the performance evaluation system and the evaluation index, the fact that the index system for the Green GDP evaluation of national economy has not been constructed, the case that our social technology and equipment levels are not developed enough, and the social ethnic is still to be enhanced. This dissertation has summarized and concluded the experience in constructing the saving society of China and other countries, and then drew some inspiration from it. It has analyzed the condition in resource restriction in China. It then got a conclusion about the pressure and challenge Chinese saving society construction is faced with. Particularly worthy mentioning is that this article takes entropy is the main calculating approaches for establishing the evaluation index system of constructing the saving society. What's more, it is also used to calculate and evaluate the process of establishing the saving society from 1995 to 2005. Finally, the general frame of constructing the saving society is completed. And just on the basis of it are suggestions about the strategies selection and policies choosing made for constructing the saving society.The dissertation takes several analysis methods. One which is worthy mentioning is the combination of quantitative research and qualitative research, by doing so I'm expecting to achieve a comprehensive and systematic research. Effective mathematic models is used to analyze the effects of various factors upon the establishment of the saving society in China on the basis of the analysis about current condition and the future trends of establishing the saving society in China by qualitative research. What is particularly worthy mentioning, the trait value of various index is numeralized when establishing the rating index system for evaluating the saving society. This is to reflect the general condition of resource saving society construction is a certain field. The second one which is worthy mentioning is the combination of empirical research and specification, which is to increase the practicability of the conclusions drawn from them. The dissertation tries to take the experience in establishing the saving society in other countries as reference, and then tries to position the current situation and existing problems in establishing the saving society and developing circle economy by empirical research on the basis of the analysis about the current condition of resources available. Meanwhile, on the basis of theoretical analysis, the dissertation takes a stab at discussing the model and policies selection for the saving society construction by specification search. The third point which is worthy mentioning is the combination of microcosmic research and macroscopic, this is to achieve better suitability and practicability. To establish the saving society under the restriction of limited resource is a very complex and systematic job, which is a macroscopic and strategic issue too. To achieve the goal, macroscopic, strategic and long-term analysis is needed. However, in the process of research, microcosmic study should never be neglected. This dissertation analyzes the dependent relationships between corporations, individuals and the society, and then brings forward the macroscopic policy system and the microcosmic running system of constructing the saving society in market economy.Strategic systems and suggestions of policies in the near future for establishing the saving society is put forward by doing search. On the one hand, the theoretical system for saving society under the restriction of resource is bettered, innovative points in the theory have been shown in the dissertation; on the other hand, the research result could provide new ideas for the government who's making effort to establish the saving society. Results of this dissertation could act the role of offering reliance and evidence for the government to make decisions and choosing countermeasures.
