Coordination Study On Food Security And Crops Planting Peasants' Income Increase

Food security and peasants' income increase play important roles in our country economy development. Based on basic balance of grain production total quantity and good harvest year, peasants in main grain-producing areas start to pay more attention to their own income, which makes income increase as the essential target of agriculture production. But recently slow increase of peasants' income greatly influences our country food security, while food security has a close relationship with peasant income increase.Henan Province, as one of the great agriculture provinces in China, has the incomparable resources advantages in developing agricultural production: having sufficient light and heat resources, possessing fertile land resource, Yellow River, Huaihe River, Hanshui River, Haihe River crossing through the whole province, which has brought crop harvest. In 2004, grain's total output in Henan province amounts to 42,600,000 tons (ranking first in the nation), among which, the wheat's output amounts to 24,809,000 tons (ranking first in the nation), the cotton's total output amounts to 667,000 tons (ranking third in the nation), and oil plants' total output amounts to 4,087,000 tons (ranking first in the nation). As one of the great agriculture provinces in China, Henan has made tremendous contribution to our country's food security. However, currently peasant income increases slowly, and there exists the conflict between food security and peasant' income increase, which is disadvantageous either for the development of Henan province or for the country food security. According to Henan province's current situation, this paper makes an analysis on the conflict between current food security and peasants' income increase, reasons, restriction factors and so on. The whole paper is arranged as follows:First chapter is the introduction, which mainly introduces research background, goal and significance, correlation studies, literature review as well as this article research thought, method, paper structure, key questions and possible innovation points, etc..The second chapter analyzes the situation of peasants' income increase in Henan province in view of historical angle and peasant income internal structure. Through decomposing peasants' income internal structure, in the views of space and time disparity and constitution, it analyzes the reason why peasants' income increases that slowly in Henan Province, and looks forward to its prospects.The third chapter analyzes the grain production situation in Henan province from the grain industry angle, and discusses the grain industry development condition of Henan province and its relationship with peasant income growth.The fourth chapter does analysis on the basis of the second and third chapters, which makes particular analysis on the conflict between food security and peasants' income increase. By comparing the main food crops' advantages and disadvantages between Henan province and the middle provinces, it uses gray correlation analysis to discuss the relationship among substance investment elements, peasant income increase in Henan province and food security, and utilizes correlation analysis to explore the correlation degree between main agricultural product and peasants' income increase, and finally seeks the proper method to coordinate the relationship between food security and peasants' income increase.The fifth chapter mainly discusses overseas experiences of coordinating the relationship between food security and peasants' income increase in view of main exports countries and import countries to find some useful policy measures.In the sixth and seventh chapters, it makes analysis on Henan province's natural resources, human capital, rural finance investment and advantages and disadvantages of the crop market, based on the above analysis, it puts forward coupling method and policy measures to food security and peasants' income increase, which belongs to long-term adjustment measures. In order to research efficiency of substance investment essential factor, Data Envelopment Analysis (DEA) method is adopted to seek the way to couple food security and peasants' income increase in perspective of collocation of agricultural production investment elements, which can be regarded as a short-term adjustment measures to coordinate the conflict.
