On The Reasons And The Solution To The Sino-U.S. Textile Trade Friction

Based on the history and reality of Sino-U.S. textile trade friction, this artical uses international mechanism theory to analyse the underlying reasons behind the Sino-U.S. textile trade friction. The reason that international textile trade mechanism is dominated by the Western countries leads the United States and other developed textile import countries to take advantage of "ambiguity" of the mechanism terms to find the "legitimacy" basis for their trade protective action. Making use of GATT/WTO rules, the article develops legal analysis of trade restriction measures to China's textile exports to the United States, such as anti-dumping, rules of origin, special safeguard measures, technical barriers etc, aiming to reveal the "legal veil " and see through the political and economic factors behind the Sino-U.S. textile trade friction.U.S. restrictions on Chinese textile imports is the result that the United States ties up the unemployment problem of the domestic manufacturing industry, the trade deficit, RMB exchange rate issue etc with the Sino-U.S. textile trade issues together, trying to use the textile trade friction to exert pressure on the Chinese government and forcing the renminbi to appreciate. All these will weaken the competitive edge of China's export enterprises, so as to ultimately achieve the purpose of reducing China's overall economic development. Meanwhile, behind the hidden irregularities that the United States has restricted imports of textiles from China, there exists profound political factors-the politicalization of international economy is the root cause of Sino-U.S. textile trade friction. The article elaborates further on the effect of Sino-U.S. textile trade friction on the Sino-U.S. relationships.Due to political and economic factors, the motive of the United States to limit Chinese textile imports has come to the increasing complexity, which makes Sino-U.S. textile trade friction can not be resolved once and for all. In my analysis, I propose the best way to resolve Sino-U.S. textile trade friction is that diplomatic negotiations and consultation should act as the principal way and legal means as supplementary one. The article finally brings up the countermeasures to the Sino-U.S. textile trade friction that the Chinese government and enterprises should take.
