The Study Of Leading Industry's Selection And Cultivation In Marginal Region

Since 1990s, China economy has stepped in a new period. In this period, theunreasonable arrangement of production factors has hindered the industrializationand modernization process more and more seriously. The regional disproportionablegrowth has existed in China absolutely, this phenomenon was hard to developmenthealthy and safety of the national economy. As we know, the regional leadingindustry is the key factor in local industry system. The right choice of leadingindustry determined the result of local economy structure's rationalization andinfluenced the direction and growth rate of regional economy. For marginal region,the choice decided the future destiny of their economy.The paper retrospected Chinese and foreign research documents on"core-periphery" theory, summarized selection, development, distribution, andcultivation of leading industry for marginal region.The author analysised selection criteria, selection principle and obligationcondition based on summarized Chinese and foreign research documents on regionaleconomy and selection theory. In the paper, the author believed the regional leadingindustry is not only different from regional pillar industry, but tied in each other. Theselection of regional leading research not only should be quantitative and qualitativecombined with each other, but also included the restriction condition of developmentstage and basic principle. The paper built an integrated leading industry selectionmodel by AHP based on selection principle of regional leading industry.The paper provided a game model to explain actions that happened in thecompetition between two local governments through selection of regional leadingindustry, seted forth possible equilibrium result and its practice. In the game model,we assumed different governments wanted to maximized their effects, they couldform competition, corporation and competition-corporation relationship throughchoosing same or different regional leading industry. Meanwhile, the paper builtleading industry selection risk evaluation system based on the governmentcompetition game model.In the end part of the paper, the author gave the result of a real practice researchin HanZhong district, ShanXi province.In short, the innovation points of this paper can be listed as follow:This paper constructed an integrated regional leading industry selection model; Thispaper provided a game model to explain actions that happened in the competitionbetween two local governments; This paper built leading industry selection risk evaluation system based on the government competition game model; This paperpresented development path and countermark of leading industry in marginal region.
