The Study Of Regional Ecological Economic Policy's Efficiency And Adjustments

Because the scale of human beings' economic activities becomes larger and larger, people need more and more natural resources. Furthermore, we also make negative influence on earth environment. According to that population is one of important motivations of economic development; China has to envisage more pressure from ecological system because of its biggest population of the world. On the one hand, Chinese government must find ways to satisfy people's existence and higher material needs. On the other hand, the government has to take polices to keep the balance of ecology with limit resources and developing space. In recent years, Chinese central government has been concentrate on harmonizing development between economy and ecology system, and also made a series of polices to resolve the conflicts between two systems which appeared in many areas all over the country.When talked about regional problems on the base of regional economics, we always consider that areas belong to medium economics in the national economic system. As the result, region takes an important role in establishing and executing policies and resolving different economic problems.But when regional government and private make choice on the views of short-term economic benefits, they may only carry out some parts of national eco-policies that leads to policies' efficiency lost. The efficiency lost is caused by short-term economic view of regional governments on the one hand and on the other hand, it may also be caused by different regional conditions which do not apply to national policies. Therefore, regional governments should choose suitable methods to carry out eco-policies that cater for district's characteristics, namely regional ecological economic policy. Furthermore, the region will increase the possibility that taking the balance of ecology and developing economy at same time, as we called "ecological economy".The thesis is divided into five chapters:Chapter 1: The introduction part which is divided into two sections. In this section, I talked about international and national backgrounds of researching problems in the thesis and pointed out that region should make more effort to resolve ecosystem problems so that to improve national eco-policies' efficiency. Section 2 discussed some in-depth contradictions between economic system and ecological system and explained reasons that forming great gulf between two systems. Then it briefly expanded the ecological economics' connotation and the problems that need to be resolved.Chapter 2: Research of regional ecological economic policy's connotation, which expanded the theories and defined the concept of regional ecological economic policy. This chapter is divided into five sections. Section 1 expanded basic economic theories of regional ecological economic policy which researched ecological goods' characteristics of externality and property delimitation from views of public goods. Section 2 analyzed connotations of regional policy and ecological economic policy and defined the concept and connotation of regional ecological economic policy. Section 3 and Section 4 analyzed regional economic policy's efficiency and explained theoretical reasons of policy efficiency lost. And section 5 put forward the assessment system for regional ecological economic policy efficiency.Chapter 3: Research of regional ecological economy policy's efficiency lost, analyzed the ecological problems in regions or among different regions followed economic development and explained the reasons of policy efficiency lost. The chapter is divided into 5 sections. Section 1 talked about regional ecological problem caused by economic development and local government's attitude. Section 2 analyzed the possibility that pollution and other ecological influences transfer among areas on the basis of eco-externality and draw the conclusion that regions need policy cooperation. Section 3 to Section 5 researched the regional eco-policy efficiency lost from different views. Section 3 analyzed conflicts between different benefit parties from the social system point of view. Section 4 and 5 explained different value evaluations from economic methods point of views, such as cost-profit and discount rate analysis.Chapter 4: Adjustment and execution of regional ecological economy policy, put forward suggestions to resolve the problems that analyzed in Chapter 3. This chapter is divided into 5 sections. Section 1 suggested that establishing regional policy can take "internalization" as an economic method to solve problems. Section 2 corrected traditional cost-profit analysis and pointed out that whether the area keeping the balance between ecology and economy system is an important standard of policy efficiency. Section 3 discussed policy cooperation among local governments and verified the existence of regional cooperating space by game theory analysis. Different areas also should pay attention to protect benefit distribution of all parties in practice. Section 4 and Section5 mainly discussed regional ecological economy policy's practice. Section 4 analyzed cyclic economy's general applicability and difficulties. Section 5 suggested local governments make good use of ecological economic index so that we can supervise the ecological influence during economic development and check policy's validity.Chapter 5: Ecological economic policy and development mode research of Hainan Province, is the practical part of this thesis. Hainan Province's economic development level is lowest among all special economic regions of China but it has good natural resource and environmental condition. This chapter evaluated the validity of Hainan's ecological economical policy and put forward the suggestions that can keep balance between ecology and economy in the future. The chapter is divided into 5 sections. Section 1 and Section 2 outlined Hainan's economic development and ecological conditions. Section 3 evaluated the ecological economic policy's efficiency which established since Hainan take "eco-province" as its developing target. Because of Hainan's ecology system deterioration in recent years, we can draw the conclusion that its eco-policy failure is still existence. Section 4 and Section 5 proposed amendments on Hainan industrial development and policy execution in the future. Hainan should make territorial division of production based on different sub-areas' features. Furthermore, the local government should also pay attention to private enterprises production in microscope and make use of various ecological economic indexes to check the policy validity.
