This research paper is based on the following background: First, the intensity of dual economic structure trends to extend in china; Second, persistently endeavors to modify the intensity of the dual economic structure has been striving for this direction since china establishment and now; Third, the effect mechanism and metering system of labor floating receive less attention and deficiently substantial analyses. The theoretical significance of this research has not only expanded Economic Growth Theory and diversified Development Economics Theory, it is also of real significant to mend dual economic structure, reduce the differences between town and country, and actualize an overall, coordinated and sustainable development.The article is composed of the following contents: The first is analyzing the relationship between dual economic structure and labor floating; The second is analyzing the rural labor floating regional differences and the analyses of their causes, economic effects on national economy of rural labor floating and evaluating effects on peasant income of rural labor floating; The third is Approaching the factors of effecting rural labors floating' aspiration and the probability of success from micro-economy angles; from macro-angles, analyses the relation of institution and rural labors floating.According to these analyses, the conclusions and new ideas can be drawn as follows.First, in pace with dual economic structure intensity, the scale of labor floating goes through five stages, rising and falling- stagnating-speeding up- undulate- order. Granger causality test shows that the change of dual economic structure intensity is the cause of rural labor floating scale change, besides, rural labor floating scale change lags behind the change of dual economic structure intensity about 3 years.Second, In view of the production function theory, we analyzes rural labor floating effects on national economic growth, structure the index of measure and calculate rural labor floating effects, moreover we calculate it. The result shows that rural labor floating has promoted national economic growth notably and improved rural labor productive forces. In the past 22 years, average contribution rate of rural labor floating effect national economic growth on is about 12%.Third, through analysis relation between labor marginal production and wages, we structure the index of rural labor floating effect on peasant income, and also calculate it. The result shows that rural labor floating contribution rate to peasant income is improved from 4.4% in 1983 to 25.4% in 2004. Meanwhile, the rural labor rural is also a key variable that can control not only the income of fanners but also the disparity between the income of city inhabitants and that of fanners.Fourth, through analyzing the factors of effecting rural labors floating' aspiration and the probability of success from micro-economy angles by Logit model, the results show that labor's age and degree of received an education are the key variables to rural labors floating' aspiration. In the group of labors who are willing to float, the probability of floating success is influenced remarkably by age variable, maniage and degree of received education variables.Fifth, the rural labors are bound by land policy, dual census law and social security rules in force. The research holds that the family contracting responsibility system should be replaced by that of land run under lease institution, establish different classes of social security rules including rural lowest welfare, medical security and so on. The redistribution process of rural labor can be made smooth and orderly.
