This paper points out that the joint influence of human resource development in rural areas and its effects on social stability and economic growth is the crucial factor in deciding the development direction of our society, the study is accomplished on the basis of thoroughly analysis of current situation of economic and social development; clearly understanding of the fact that we are on the primary stage of socialism and will remain so for a long time; to achieve social fairness and justice gradually is the main task we are faced with. Consequently, the paper suggests that the essence of human resource development in rural areas is the process of transforming rural labor force from labor intensive to technology intensive, and to integrate it into the modernization of socialism. The paper indicates that the government should play the leading role in the rural human resource development; it also answers the question of what is government-dominated pattern? And the alternatives we could choose from the government's perspective on rural human resource development. The paper reviews the history of rural human resource development, and the background of propelling new industrialization and urbanization, promoting the build of socialist new countryside and constructing socialist harmonious society. In addition, explores the positive influences of rural human resource development in five aspects: propel the modernization; improve national quality; insure the stable of politics, economy and society; speed up the development of rural economy and agriculture; prompt social fairness. Therefore, explain in detail the connotation and core value of rural human resource development and government-dominated view, which are the cornerstone of the whole paper.Solid theoretical ground is the key to all researches. Based on the theory of Marxism, the paper discusses the important theories and views of rural human resource development from the point of view of Marxism. Including Marx and Engels'fundamental views on human resource development, labor resources, population quality, law of population and all-round development of individuals. It also parses and concludes Mao Zedong, Deng Xiaoping and Jiang Zemin's views on rural human resource development, as well as the important theoretic values of scientific development concept on China's rural human resource development. The paper also refers a variety of western theories regarding rural human resource development, thus clearly defines the internal relationship between classic western theories on human resource development, the meaning of human resource, human capital and social capital, and the influences it has on China's rural human resource development. In addition, introduces many related theories that has important guided and reference meaning for China's rural human resource development, such as economics, public management and sociology.Rural human resource is the key resource to push ahead the economy of countryside and the whole society. We must be fully aware of the situation of rural human resource development at the current stage in order to achieve the grand objective of China's rural human resource development. The paper precisely unscrambles the characteristics of China's rural human resource on the basis of massive statistic, which are huge overall volume, low quality and unreasonable structure. Then analyzes the overall condition and trends of employment of rural labor forces, sums up four basic information: we have made great progress in rural human resource development, however, there is still huge gap between the current situation and economic and social development; rural education and training has taken shape initially, but it can not live up with the need of rural human resource development; there is significant change of the flow of rural labor, however the employment situation is still severe. Farmers'self-development consciousness are strengthening gradually, nevertheless, it is still lack of effective organization and guide. Based on the aforementioned analysis, to find out the real reasons that restrict China's human resource development from four aspects--system, policy, organization and culture. The finding shows that at the system level, current system does not realize appropriate balance; it has also not come into effect in improving effectiveness, resource distribution, coordinating and integrating resources, and so on. At the policy level, the public policies support is inefficient, the coordination and distribution of policies still need much to improve. At the organization level, there is lack of innovation in organizational structure, organizational efficiency and organizational function is not fully developed; At the culture level, the cultural environment is complicated and is significantly influenced by traditional culture, harmonious cultural environment is not formed yet. The paper is trying to find out a feasible resolution for China's rural human resource development through comprehensive exploration of those restrictive factors.The paper is conducted on the basis of the fundamental realities of our country,at the same time compare with and refer to other country's experiences. To conclude from the history of development of many countries, farmers tend to experience a'reform'process in the transition period from agricultural society to industrial society. The problems that may come up and the various measures for handling them vary from country to country. Some countries achieved industrialization and modernization after having undergone a hard time; others may still confront many difficulties after have gone through the revolution. The paper takes several most representative experiences in rural human resource as example to analyze. Firstly, it discusses the earliest country that achieved industrialization—the way of Britain's flow of surplus rural labor and its use for reference for China's rural human resource development. Then, explores the most industrialized country in the world—the general situation, policy support and the problems of America's rural vocational education; Thirdly, focuses on the massive precious experiences gained from the urbanization of several Latin America countries, especially those who have passed the stage of GDP 1000 Dollars; Finally, compares in great details with Korea's experiences gained from its successful new countryside construction, the country that has similar natural condition, agricultural base and cultural background with China.To conclude, the rural human resource development in China is a systematic project, which involves rural education, vocational skill training,health care, social security, and so on. It has a great influence on the country, society and individual. However, most papers conducted so far are lack of overall thinking on this issue. To resolve this problem, the paper strives to come up with an overall resolution for rural human resource development from the government's view. First of all, at the macroscopical level , we should formulate rural human resource development strategies guided by scientific development concept. At the same time,establish and improve the rural human resource development system, which includes planning mechanism, education and training mechanism, flow of labor mechanism,social security mechanism, health and care mechanism and crisis management mechanism; At the middlebrow level,to take the construction of rural human resource development as the main task, including construct multi-level rural human resource education system, establish the long-term mechanism of the flow and training of rural surplus labor, and the multi-dimensional employment service networks for rural labors. Last but not the least, at the microscopical level, put emphasis on the construction of both individual and organization in rural areas.The paper stresses that to realize the orderly development of rural human resource is far from an easy thing. It is a complex system that involves many variables, such as population, economy, politics, system, policy and culture. Even though, we should still be fully aware of the fact that in the process of China's modernization, the issue of rural human resource development has caught more and more attention, it is such a field that we should always keep exploring in the future.
