Security Of City Logistics System Based On Vulnerability Analysis

As arteries of national economy, city logistics system provides safeguard ofnational economy and society. Along with many serious unexpected public incidentsbreaking out, academic circles find the important role of modern logistics meetingemergency during summing up experiences and lessons of exigent measures.Viewing from social and economic safety, city logistics system must ensure thesupply of production and living, guarantee the normal flow of goods and maximizethe function of logistics even in the state of emergency such as natural disaster.Therefore, how to set up. a safe and efficient city logistics system to providesafeguard of natianal economy and society even in the state of emergency, is aproblem to be worth discussing in academic circles.Based on "The 11th five-years developing plan of modern logistics in HubeiProvince" and "The research on modern logistics plan of agricultural products inWuhan City Circle" (research topics of Hubei Development and ReformCommission), the dissertation takes the city logistics system as its field, takesbuilding the evaluation system of vulnerability and the mechanism of ensuring thesecurity of city logistics system as its object. The author comprehensive appliessystem theory, complexity theory, economics, management science, cybernetics andvarious optimization methods, combines the latest theories, methods andconclusions about supply chain management, city logistics management,forewarning management and emergency management, analyzes the operating modeof city logistics system from macro-level of administration and micro-level ofsupply chain management, proposes a mode for researching the security of citylogistics system based on vulnerability analysis. Centred on vulnerability, the authoradvances the concept of vulnerability of city logistics system, analyzes themechanism of causing vulnerability of city logistics system. Based on these, theauthor proposes some methods of judging vulnerability of city logistics system andsome methods of reducing vulnerability of city logistics system from robust control,and then sets up the mechanism of ensuring the security of city logistics system. Theresearch contents of the dissertation are as follows:The first chapter is the introducation of the dissertation to give an account ofthe background of choosing the topic, the significance of the research, the currentresearch situation and the basic objectives, the research methods, the basicframework of the dissertation. The second chapter gives an outline of the main system theories and theirnewest progress, including their ideology, contents and methods. The chapter lays atheoretical foundation for the following chapters to research the security of citylogistics system.In the light of the ideology and methods of system theory, the third chaptersystematically analyzes the concept, category, characteristics, structure, network andoperating modes of city logistics system. The chapter sets up a mode for researchingthe security of city logistics system based on vulnerability analysis.In the light of the concepts of vulnerability in natural sciences and socialsciences, the fourth chapter provides the conceptual mode of vulnerability of citylogistics system, analyzes the connotations of the vulnerability, systematicallyresearches the internal factors of causing unstability and uncertain factors of causingturbulence in city logistics system.The fifth chapter sets up a mode for evaluating vulnerability of city logisticssystem, puts forward the research levels, judging indexes collection, quantitativecalculation of judging indexes and judging methods of vulnerability.From the angle of robust control, the sixth chapter puts forward some methodsto weaken the internal factors of causing unstability of city logistics system and toimprove city logistics system to keep out uncertain factors of causing turbulence.In the seventh chapter, from the aspect of forewarning, the author sets up aforewarning management system of security of city logistics system to guarantee itsown safety. From the aspect of relieving and rescuing the people in a disaster area,the author sets up a mechanism of emergency safeguard of city logistics systembased on unexpected public incidents and a city logistics virtual system foremergency to ensure to make full use of the emergency safeguard function of citylogistics system.The eighth chapter is a summary of the main conclusions and innovative ideasin the dissertation, suggests the way of future research.
