The State Enterprises reformation once payed more attention to perfect the market competition mechanism and the property right inspirition mechanism, at one time the inside management system construction and the core capability cultivation dropped behind the request of the cprporation development in this regard. It impaired the actual effect of the property right system reform and market competition mechanism comstruction. Especialy, the problems that line in the system and stratagem of the Human Resources Management, which hardly blocked the transformation of the State Enterprises Human Resources value to organization performance. Therefore, there is very important theory and practice meaning to explain the contribution that the State Enterprises Human Resources Management to organization performance by the SHRM theory, and the study of the correlation problems of the HRM system construction.Strategic Human Resources Management, simple says, is systematically relates the person and the enterprise, through human resources plan and policy and concrete practice, achieves the gain competitive advantage the human resources disposition. The paper combired the ration and the determination of the nature, the theory of the State Enterprises, to indicate that SHRM is the important factor which influence the State Corporation organization performance. It deeply discussed the action mechanism of the SHRM affect the organization performance. It analysed the function, which the SHRM must possess. It studied the mode of the State Enterprises transform the HRM function.First, the summary has induced the different school of thought about the strategic human resources management related theory. Proposed the strategic human resources management in fact is: regards the human resources as one kind of most important resources to gain the competitive advantage; through human resources plan and policy and concrete practice, achieves the gain competitive advantage the human resources disposition; emphasized all human resources activity all is a goal, is to gain the goal of the enterprises.Second, the paper conducted the research and the elaboration to the strategic human resources management and the state enterprises achievements action mechanism, proposed the human capital inevitably becomes the state enterprises to continue the competitive advantage the fountainhead. Through strategic human resources management policy implementation, the state enterprises can smoothly implement the strategy, improve organization ability, and promote enterprise achievements.Third, based on the action mechanism model, the paper studied and advanced that HRM function which can help the State Enterprises to enhance the corporation performance. Such as HRS, HR layout, culture transformation management, performance management, and so on. From the point of view of one function import information or request another function, the paper analysed the one-another relation of the functions.Fourth, by the current rule of the HRM function transformation, combined the existent problems in the State Enterprises HRM, with the two bases of the market competition pattern-corporation stratagem adjusted and the SHRM system, the paper studied and advanced the mode of the State Enterprises HRM function transformation.Fifth, under the function transformation, by the state of working trust, used the analysed method of HRM function transformation target, combined the differences of the all levels and all kinds of HRM person's working content and action characters, the paper expoldered the diathesis model of the State Enterprises all levels and all kinds of HRM persons.Sixth, estabishes the state enterprises strategic human resources management achievements appraisal model, utilizes the fuzzy comprehensive evaluation to carry on the real diagnosis analysis and the confirmation.Finally, the paper first introduces the SHRM theory to study the State Corporation, and meanwhile designed the interrelated model and matrix from the theory aspect. The paper is groping and pioneer in the domestic SHRM study field.
