The role of information technology in enterprise has changed fundamentally. Emphases on IS return research have turn into how to promote competition advantage and how to increase the value of IS investment. After analyzing the particularity and complexity of IS investment project, an ex-ante evaluation model is set up, which aims to find the real value of IS investment and to provide the decision information to supervisor. Finally, optimal strategies are analyzed in order to improve the investment value according to the financial and management theories.In this dissertation, IS evaluation model is a hierarchy and seriation model with four components, which is strategies evaluation, utility evaluation, benefit evaluation, and risk evaluation. Seriation characteristic of model can ensure the absolute order of importance, and hiberarchy characteristic of model can gain more detail of project. By connecting the IS value target and enterprises strategies, realization mechanism of IS value can be found.Study finds: different IS project has different content of cost and benefit; synthetically study can just give an administrative levels compartation. It is unfeasible and dispensable to evaluate a IS project all by money. Comparison analyzing can obtain enough information to make decision, and can obtain enough detail to probe the source of IS value and deficiency of system. There are two comparative criterions in our model, comparison with old system and with benchmark, the former tells the influence of IS investment, and the latter tells the profitability relative to average. A multilayer benchmark and entropy weight coefficient method is employed to integrate the discrete benefit, which solved the problem of multidimensional and disequilibrium well.Based on the concept of SOA (Service-Oriented Architecture) and flexible customization IS investment strategies, four optimization problems are studied in this dissertation, that is optimal IS investment structure, optimal IS investment time, optimal initial IS investment scale, optimal order of collectivize IS investment. Optimization method like nonlinear optimization and real option approach are involved, approximation, simulation, and heuristic arithmetic are used to solve the impalpable function. These optimal strategies give a compromise among enterprise resource, IS capabilities and investment cost.
