Society change in the process of the society modernization touches upon various aspects, and it includes the change of society system and society manners. In fact, the society system and manners are changing at the same time as the change of society life and constructure. From a certain meaning, the inner demands by society progress make society manners and ideas change, which direct the development of society. As a necessity of living, housing provides basic room for people. From the disordered ancient times to the quickly-changing modern times, Where there are human, there are problems related with housing. With the progress of civilization, the view is universally admitted that housing is an unsustitutable necessity for people's living, and everyone should own his or her suitable house. Declaration of Human Rights on Housing, passed in the international conference on urban housing in April 198, referred that a dwelling place suitable for people to live in and with good environment should be contained in human right. Housing is also closely bound up with the interests of the country, the public and the citizens. A national government takes obligations and responsibilities of ensuring its people's survival rights. Housing is a topic both economic and political no matter in developed or developing countries. With the furtherance of China's Urban Housing System Reform, market economic mechanism has been playing a role of distributing resources in property marketing gradually. However, still in the transition period from planned economy to market economy, the property market in China has a fast pace of growth but short history so there is a dramatic conflict between the state of proper industry and the residence demand of citizens and the quality and environment of houses are unsatisfying. All these problems need discussion and examination in various aspects so that the development of China property market will be benefited and citizens' growing demand on housing will be satisfied.Just as Marx said, " The development of society and economy forms is a natural and historical process. " In 1980s, China stepped into the road of market economic system reform difficultly. As an import part of market economic system reform, China urban housing system reform almost progressed head by headwith it. Directed by theories of socialist market economic system, China urban housing system reform processed quite independence and specific projects and implement steps of the reform were fixed in certain systems. Before China's reform and opening to the outside world, China urban housing insurance was contained in socialist insurance system. With the consistency of national interests, unit interests and individual interests, the nation set up and ensured the social security; through governments the nation and various units provided social security for citizens and carried it out. Thus, the nation and various units were inter-dependent and shared responsibilities together. Belonged to their own unit, urban citizens enjoyed welfare system without any payment. With the change of China economic environment, this system couldn't meet the demand of further economic development.The document, Suggestion to carry out reform on urban housing system fully, was handed down by the State Council of PRC in September 1991 which required that reform on urban housing system should be promoted all over the country during year 1992 and 1993.This reform symbolized that after the stage of exploration and trial China urban housing system reform had entered into a new one of fully advance and packaged reforms. In year 1994, the State Council of PRC handed down another document, The Decision on Furthering China Urban Housing System Reform, which confirmed the fundamental object of the reform that China should build new urban housing system to match socialist market economic system, realize the commercialization and socialization of housing, quicken the housing construction, improve the housing condition and satisfy urban citizens' ever-growing housing demand. At the same time, the housing accumulation fund system should be imposed overwhelmingly, the rent reform should be promoted positively, unit-owned houses should be sold steadily and the exploiture and construction of economical housing should be quickened.In a general sense , the change of the society ideas includes three kinds of implication: the first is the special and systematical knowledge—the change of the society ideas; the second is the society rules—the change of ideological systems; the third is the national policy—the change of society system. Although these society theories transcend or lag behind the society forms, they contain the society brand of the times. By the development and complete of the Chinese social market economical theories, economical development model and social forms willchange in China, and national policy including the housing ensure system will adjust and develop. In the planning economical times, China carried out the completed housing benefit policy in cities and towns, the housing construction funds came from national basic construction funds. The housing benefit allotment system had the characteristic of lower -wages, lower-rent, material allotted system. By the change of society, economy environment, this system didn't fit the demands of the further development of the society and economy. What is the inner power to stimulate the development of property market? The reason to reform housing system lies in the above. After 1978, the public housing benefit policy shifted to the housing commodity policy, the policy model: attempt the public housing benefit policy; attempt both the public housing benefit policy and he housing commodity policy. The housing system reform itself isn't purpose, and the purpose is to change old housing system which cannot meet the need of economic and social development, build new system which can meet society's need, and satisfy citizens who have every-growing demand in housing. We should set up a perfect urban housing support system which combines economy and society together so that we can realize the fair and reasonable distribution of urban housing commodity. With the furtherance of housing reform, the policy that to families with different income there are different housing supply is the key point of paying attention to citizens with middle and low income. After 1998, it is clear that government solve the housing problem depending on the income situation so only those whose income are low can enjoy public housing. The thought of the housing ensure system in China entered a new aspect.Now the China's reform entered into a key stage. Sustainable Development and harmonious society are the topic of times which require that the housing problem should be solved in the society. This is also why I want to exam and research the thoughts of China urban housing security. My research will not only fill the gap of domestic scholars' research on this aspect but also provide theory direction and policy suggestion for China to fasten the construction of urban housing security system. All the above is the background that why I choose this subject as my thesis.Following the method of historical narration and applying theories of microeconomics, macroeconomics and industrial economics, the research examined the change of China urban housing security thoughts in six chapters.The background of housing security thoughts, the reason to choose this subject,researching methods and researching feature are introduced in the first chapter. The value of this research is also analyzed here.The background of welfare distribution of housing under planned economy, the history, and the housing system are discussed in the second chapter. The weakness of urban housing security in this time is also analyzed here.The feature that China urban housing system reform started head by head with China economic system reform is displayed in the third chapter. How to realize the urban housing security in the reform is also discussed here.A deep analysis on urban housing security thoughts is carried out in Chapter 4. Here the experience of housing security thoughts are also been concluded and summed up. Thoughts and practices of "happily-living project" are commented here as well.In Chapter 5 the research describes the characteristics of housing supply and demand, summarize the differentiating housing supply thoughts, analyze the obvious effect of practices in economical housing and low-rent housing and put up conclusion, discussion and comments on several scholars' view of points.Base on historical experiences, the current situation of China urban housing security thoughts and the inter-relation between historical and current systems are examined in the sixth chapter. Assumption how to build China urban housing security in news times is also put up further.
