Towards Scientific Development: China Since Reform And Opening Up The Development Of Forestry Road Evolution

Forestry development of PRC has gone through the traditional forestry development, Modern forestry development and sustainable development. Traditional forestry development path emphasized timber production; Modern forestry development path took multifunctional forestry into account, stressing the economic, ecological and social benefits of forestry; Sustainable development of forestry highlights ecological construction, the protection of ecology and development of forest resources. This paper panaromically examines the development of forestry ever since China's reform and opening up. On this basis it also attempts to make an objective historical evaluation on forestry of PRC, summing up the historical experience of dealing with construction and environment of the Communist Party of China.The paper is made up of preface, the main body and the concluding remarks.The preface introduces the academic value, theoretical and practical significance, research situation, key points, difficult points and innovation of the subject as well as the research methodology, writing plan and basic framework of the dissertation.The first chapter introduces the traditional forestry development path chosen by People's Republic of China from 1949 to 1977. It briefly introduces the international and domestic context of traditional forestry development path .This chapter also deals with Party and State's guidelines, policies and measures regarding forestry development as well as gains or losses in the relationship between construction and environmental protection. This chapter serves as the basis for the Chinese forestry development road since China's reform and opening up.The second chapter deals with modern forestry development road in the early stages of reform and opening up. After introducing reform to opening-up in China, socialist modernization drive came to a new historical stage when Chinese forestry construction experienced rectification from the chaos. In this period, the Chinese forestry adopted modern development road and the party and the government also adopted a series of policy and measures to promote forestry productivity. The country made greater efforts to promote forestation and legislation concerning forestry. Generally speaking, importance had been attached to both timber production and ecosystem construction. However, because of inertial influence of traditional forestry development road, the forestry development still focused on timber production.The third Chapter introduces the initiation of sustainable development of forestry of PRC (1992-1998) after the World Conference on Environment and Development. Driven by World Conference on Environment and Development, China initiated the sustainable development path of forestry and set a dominant position for forestry in ecological construction. Additioally, two major systematic goals of forestry were put forward after the 14th National Congress of CPC to explore the forestry economic system and mode of development which are geared to the China's socialist market economic system. In this period, although the sustainable development road of forestry had been started, the demands from all walks for forest products such as timbers had surged dramatically as a result of the fact that little attention is paid to sustainable development and the reform and opening up were quickened considerably. In the transitional process, the Chinese forestry took the modern development road, Although both timber production and ecological construction had been emphasized. However, in practice, inertial effects of the traditional development of forestry had not been eliminated and a lot of timbers had been still chopped down.The fourth chapter focuses on sustainable development of forestry roads adopted after serious natural disasters (1998- ).The party and the state, after summing up the lessons after serious natural disasters in late 1990s, adopted a series of policies and measures and perfected the forestry law, and then initiated a new era of ecological construction. In this period, the theory of sustainable development and the gradual formation had become mature, and the concept of sustainable development has been increasingly acceptable among the people. Especially, after the CPC Central Committee and the State Council issued the"resolution on the development of forestry"in June ,2003, the sustainable development of forestry was eventually established, which marked a truly historic change of China's forestry development path. Scientific concept of development and a harmonious socialist society has been put forward, which has provided a guarantee for the sustainable development of forestry and added new elements to sustainable development theory.Concluding remarks make overall assessment on China's forestry development path since the reform and opening up. Based on the historical experiences drawn from forestry development roads, further reference is provided to China's socialist modernization, particularly, the economic construction and environmental protection.
