| The international engineering contract is a systematic engineering, and the high risks are already approved by people in this industry. It has been the focus problem that people pay attention to for a long time.The international engineering will be affected by various risk factors. These risks may be macroscopic, such as politics, economy and culture risks; they may be microcosmic, such as management, finance and technique risks; and they also may be the risk difficult for mankind to control, such as the natural risks. If there is a kind of system that can indicate the relationship between various risks and mankind, find out the different function of mankind's behavior to different risk, and form a valid mechanism of measurement and control, we can prevent or weaken the great majority risks before they destroy the project. The function is exactly what the early warning system can do. So the thesis tried to strike up an early warning and management mechanism in order to carry on risk control and management.The early warning system of international engineering contract includes three modules. They are risk identification & analysis module, early warning module and risk countermeasure module. These three parts compose a circle. First, carry on risk identification and analysis to the international engineering to find out the risk factors that will influence the project; then build up the early warning index system to measure the weight of the risk factor and their influence; and at last adopt the valid countermeasures to the risks sending out early warning signal to guard against and evade the risks.The purpose of building up the early warning system of international engineering contract is to apply to the practice, therefore the thesis take Parvan Irrigation Project (Afghanistan) and Vientiane No.2 Road Project (Laos) as cases to carry on the demonstration analysis to the early warning system, and examine the feasibility of the early warning system with the practice of risk management.
