Research Of Finance Transfer Payment Rules In Western Ethnic Area

As financial macroeconomic control policy and means balancing difference between the rich and the poor regions and realizing common economic development, financial transfer payment has been applied to different extents in various countries throughout the world. However, the quantity of achievements of comprehensive research on this field, especially those of demonstrative analysis has been quite small so far.Adhering to a common to special train of thoughts, starting from the theory of financial transfer payment, through comparative study on the system and effect of financial transfer payment of several foreign countries, and starting from the history, characteristics, effect and existing deficiency of financial transfer payment of our country, this paper uses advanced experience of foreign countries for reference, and further explores the methods, steps and modes of financial transfer payment of our country, and consequently analyzes the problems encountered in the western ethical areas especially Xinjiang, profoundly studies the particularity of financial transfer payment caused by regional otherness of otherness, and indicates inevitability and necessity of financial transfer payment in the western ethical areas with a large amount of data, and finally, puts forward some thoughts about the "positive" and "negative" effects of financial transfer payment on the western ethical areas with Xinjiang as an example, and raises beneficial suggestions for institutionalization, legal system and standardization of financial transfer payment.This paper focuses on the following viewpoints:1.
