The Research On The Transformation Course And Measurement System Of Resources-based Cities In Heilongjiang Province

With the increasing research on global resource and environment, studies on the transformation of natural resource-based cities have become a focus in the academia as a cosmopolitan problem. Since the founding of PRC , during the process of large-scale industrialization, a good number of natural resource-based cities have begun to boom one after the other. One fourth of them lie in the northeast part of China. The proportion of the natural resource-based cities in Heilongjiang is so large that it heads the national list. Seven of the 13 prefecture-level cities are natural resourced cities, with their area accounting for 44.8% of the total and their total supply and demand accounting for 40% in the province, which shows these resource-based cities play a very important role in the economic development of the province.In the 1990s, the exploitation of natural resource in the main natural resource-based cities came to a mature and decline period, along with a series of political , economic , cultural and social problems. Facing these contradictions and problems, the development of the natural resource-based cities has been restricted and affected. If resource-based cities merely depend on their comparative advantages without competitive advantages, it will be hard for substitute industries to develop sustainably. So these cities must select proper transformation modes with eyes on their own characteristics to create competitive advantages based on comparative advantages, which is the only way to get rid of the predicament of city development.This dissertation, based on reference to substantive researches made by both domestic and foreign specialists and scholars and studies on the transformation course and measurement system of natural resource-based cities, puts forward references theoretically and practically which make policy makers understand the status, problems and contradictions lying in transformation of the resource-based cities and provide the leaders of cities with ways of making policies of city transformation.This project, for the goals above and through a combination of theoretical study and real example analysis, has mainly achieved elementary research results below:1.In the light of analyses of and studies on the status of resource-based cities and of Heilongjiang province's development, through researches on transformation of international resource-based cities, it analyzes comparatively transformation of cities in Heilongjiang province, finds out the disparities and problems of the transformation of cities in Heilongjiang, puts forward a general layout and countermeasure for city transformation.2.Based on some studies on course of urbanization, economic marketization and modernization made by both domestic and foreign specialists, this dissertation analyzes their relations and transformation course of resource-based cities and puts forward a stage partition for the course of city transformation.3.Based on research results and experiences concerned with evaluation index made by domestic and foreign specialists, this dissertation puts forward evaluation criterion and methods ofmeasurement system of resource-based cities' transformation, fixes specific measurement index by specialists' giving marks, analyzes the meaning and necessity of each index and gives the structure Fig. and the frame.4.Based on setting measurement system of transformation of resource-based cities, takes Yichun City as an example to carry on real example analysis and quantization research and forms evaluation criterion of natural resource-based cities' transformation course.\...
