Study On Investment And Financing Model Innovation For Chinese Urban Infrastructure

This thesis concentrates on financing model and institutional innovation for Chinese urban infrastructures.In the context of rapid urbanization, with inadequacy of infrastructure, China has long been confronted with significant demand of infrastructure investment and shortage of construction funds. Meanwhile, in contrary to the high cost of non-governmental investment, governmental investment on infrastructure is low in efficiency. Solution to these problems lies in eliminating financing and institutional barriers for urban infrastructure construction and improving the supply and efficiency of urban infrastructures, which is the purpose and significance of this thesis.The methodology of this thesis is as follows. First, the theoretical research progress, practical experience and trends in financing and institutional innovation in the field of urban infrastructure at home and abroad are reviewed and summarized. Second, the possible method for financing model innovation are systematically discussed and demonstrated. Last, the institutional safeguard system to accelerate financing model innovation are studied and designed at both macro-level, i.e. in general sense and micro-level, i.e. in specific sense. In short, macro-investment analysis is assisted by micro one, empirical analysis is based on norm study and structural analysis is performed together with efficiency analysis.The thesis framework and major conclusions are as follows. In chapter one, the author overviews the background and significance of the theme and puts forward the approach, content and methodology of the thesis. Chapter two deals with the conceptual system, literature review and theoretical basic research. Based on such work, the analytic framework on urban infrastructure investment and financing model through the thesis is set up, which can be principally summarized as three factors and their logic, three properties and their combination and three categories of projects and the transformation among them.
