The Methodologies And Case Study On Afforestation And Reforestation Project Under Clean Development Mechanisem In China

CDM is the only cooperation mechm2nism between developed countries and developing countries under the Kyoto Protocol. It can provide increased flexibility to developed countries, which can reduce their overall cost of compliance with Kyoto commitment, while providing the CDM project hosting partners with additional funds and advanced technology. Apart from providing additional fund and environmental friendly technology, CDM-AR aims to contribute to employment opportunities increase, economic development, environmental improvement and environmental consciousness enhm2ncement in China. CDM-AR project contribute to pursuit of sustainable development in China, however, there are many difficulties in the course of implementing CDM-AR project because of the complexity in modalities and procedure for CDM-AR project.The main focus of this study is to identify baseline, assess the additionality, analysis leakage, solve non-permanence issues and account carbon for CDM-AR project in China. The objective of this study is to assist the participant of CDM-AR project in China understanding methodologies of CDM-AR project, learning how to identity and select promising CDM-AR project by applying eligibility assessment criteria and procedures for the CDM-AR project selections ,as well as preparing CDM-AR project design document.Official documents released by Conference of the Parties and its subsidiary bodies provide basis rules for the CDM regime, which are the basis and starting point for this study. Induction, deductive method and logical argumentation are adopted in this study. The main results are as following:First, Additionality of CDM-AR project means the proposed project must be additional in aspect of environment, finance, investment, technology and policy. Scoring Additionality is proposed by this study will contribute to the participant of CDM-AR project in course of understanding and assessing additionality of CDM-AR project.Second, the potential leakage for CDM-AR project includes the leakage due to activity shifting, market effecting, life-cycle emission shifting, ecological processing, fossil fuels burning, animal enteric fermenting and manure managing. Decision tree is provided by this study will assist to judge if the proposed project exist leakage, and help the participant of CDM-AR project establishing scheme for reducing and treating with leakage in China. Leakage can be reduced by unattractive site selection, multi-component projects, leakage contracts and selecting monitor indicators.Third, CERs from CDM-AR project will be faced with the potential risk from re-release of carbon store, commerce and institution. Long-term CERs is a suitable choice to the participant of CDM-AR in China.
