Research On Evaluation Theory And Method Of S&T Plan Project

S&T evaluation has been used in the management of S&T projects for several years, but there is a great conflict between the theoritical research and practical operation. Many evaluation methods and model has been devised since 1960s, but in evaluation operation field, traditional qualitative methods are still uesed, there are some shortcomes in the data intergration and analysis method too. The purpose of this artile is to study the evaluation theory and methods based on the former study from the view of the cognition essense of evaluation and the feature of the factors in S&T evaluation system.Study on S&T projet evaluation methods started from 1960s, it is a vigorous field until now. The features of the study in this fields are: Mostly focus on the evaluation methods study of enterprises R&D project but ignore that of government-sponsored S&T projets; Mostly focus on project selection evaluation methods but ignore Procedure evaluation and Post-project evaluation; Mostly focus on the methods which can be only used in one period of project but ingnore the intergration methods. Although there are many methods and models that can be used in S&T projects evaluation, there are only a few can be used in the evaluation of government-sponsored S&T projects. There are some shortcomes in almost all the current evaluation methods; improvement or intergration of current methods is the trend of the study in this field.The projects discussed in this article are the S&T projects that are sponsored by financial funds. These kinds of projects are usually macroscopical and strategic. There is a clearly distinguish between the evaluation of this kind of projects and the enterprise R&D projects. Evaluation is a process in which the evaluation subjects make a cogniton of the attributes of objects and make a judgement of the degree that the subject fit their demand. Considered the particularity of S&T activity, the entire citizen is the theoritical investors of S&T plan projects, but government can only act the management function of S&T plan with the assistant of S&T community.
