Study On Regulating Network Access Based On Deregulation Of Telecommunication Business In China

There have been reforming Telecommunications industry which placed emphasis on encouraging competition in America and Europe since 1980s, and then many countries around the world are engaged in deregulation of Telecommunications industry to achieve competition. Because of economic and technical characteristic of Telecommunications industry, the necessary condition of effective network competition is interconnecting and accessing equally. To the entry of Telecommunications industry, network scale can be increased by interconnection with the incumbent network, while to the incumbent, providing interconnection for the entry means that they will face the competition and lose their markets share in the future. After the monopolization by the incumbent network is broken, using and controlling sources produced by interconnection is the key factor which affects effective network competition achieved. With the development of reformation on telecommunications industry over the world, telecommunications companies and regulators pay more attention to network access and interconnection. For achieving effective network competition, it is a key to build the regulatory system of interconnection which can maximize the benefits of telecommunication companies and interests of consumers simultaneously. So how to build a proper and effective access system to accelerate the competition in the field of telecommunication is one of the important concerns in development of effective network competition.A lot of research on the relation between the system of access pricing and effective network competition has been carrying out by taking the regulatory framework, market structure of telecommunication in their countries as examples, and a few important theories and solutions have been put up.
