A Study On The Management Of The Outsourcing System Of Telecommunication Access Network

With constant progress and fast development of our country in last decades,improving core competitiveness has been the most important goal for a modernenterprise. For a communication access network engineering, traditional managementsystem, operating procedures and organization structure, which were built under originalplanned economic system in past period, cannot meet the acquirement from afast-developing economic construction. This thesis is focusing on how to improvemanagement level in order to satisfy the demanding on new situation.Firstly, an analysis on current situation and problems of communication insertionprojects was performed. It is pointed out that advanced management methods must beapplied to solve these problems. For example, the concept of introducing outsidewrapping up projects (OWP) is an effective way to enhance the core competitiveness foran enterprise.Secondly, the OWP is discussed in details on several aspects including concept,motivation, classification, and influences on enterprise, management procedures as wellas quality control.Then, the advantages and possible problems for a communication operatorexploring OWP are addressed. Based on these discussions, a case of China NetcomBranch outside projects for the communication access network project in Qingdao isanalyzed. Accordingly, some suggestions on how to improve the managementefficiency on the OWP for the building of a communication access network arepurposed. Possible strategies are also proposed.In brief, this research illuminates the progress and current status of thecommunication access network project using OWP in view of management, based onpractical case. These discussions could be helpful and as a reference for the purposes:how to promote the application of OWP;how to control the quality of OWP, how tomanage human resource of OWP, venture management and contract performing.
