This dissertation starts with introduction of the current production safety status inChina's industrial enterprises together with the future trend. The property of Chineseindustrial enterprises safety management has been studied and both the domestic &foreign risks assessing research methods and production safety management historyhave been analyzed in the beginning chapters.In the following chapter, the relationship between industrial production safety andeconomic sustainable development has been set out. The system dynamics research onsafety management is performed by means of POWERSIM software and, as a result, asystem dynamics flow chart is suggested to describe the actual industrial productionsafety management behavior. Many factors that may affect safety management havebeen put forward, such as government supervision, competition, safety benefits, andtechnique progress and so on. By drawing the system dynamic flow chart, thesimulation basis for the industrial safety management systems is then established. Andthe flow chart analysis can be used for decision making support in China's industrialsector.In chapter 4, as an empirical case study, the precisely quantitative relationshipbetween the industrial accident fatality and human resource sustainable supply in theUS coal mining systems is explained by means of ADL econometric model. Theanalysis result tells the co-effective behavior of both industrial accident fatality andhuman resource sustainable supply. Then the quantitative relationship between themin long run has been shown. By the analysis of ADL model the target at prompting theprofundity and extent of the safety management research are set.In chapter 5, the research on strategies for industrial system production safetymanagement has been performed on basis of game theory. The gaming behavior ofgovernment, industrial enterprises and the public are investigated thoroughly. It ispointed out that the emphasis on reasonable and effective regulations setting shouldbe made in order to keep the safety management at a healthy level. Meanwhile it isrequested to prompt the government supervisors' knowledge and ability.Finally, the theory of national innovation systems for production safety managementis discussed, including the theory basis and realization methods. It is advised that themost fundamental way to solve the industrial safety production problems be toestablish a national innovation system for industrial management safety and upgradeit gradually.Totally speaking, this dissertation includes three innovation points. Firstly, a systemdynamic flow chart is put forward to describe the safety management related factorsin macro view. Secondly, a positive case study in the US coal mining systems hasbeen performed by means of ADL econometric model in order to set out the tightrelationship between industrial accidents fatality and human resource sustainabledevelopment. At last, it is advised that the best and the most fundamental way to keepthe industrial safety management involved in a beneficial cycle be to maintain it underthe national innovation system structures, for innovation systems offer endless power.
