As the artery of economy development, construction success or failure and development pace of speedway will directly affect tempo and integration strength. Speedway of our country began to be constructed at the end of the eighties of last century, through the sustainable development of 17 years, and its traffic mileage has already exceeded 34,000 kilometers at the end of 2004. While the expressway construction and development of our country, a lot of questions are exposed. For example, the total amount of superhighway is insufficient, it is limited to cover the scope, and there are not the unified science management mode of highway construction ,etc. The transport service has become " bottleneck " trade of national economic development at present. One of the focal points of work of traffic departments at all levels is to strengthen and accelerate the construction of expressway. It has received the general concern of the whole society. The problem of expressway construction project management becomes a present research focus of the management economics and the building economics. Project schedule and its flexible question is one important aspect of them. For this reason, the flexible scheduling management of expressway construction project is regarded as the research object in the dissertation. The main contents and achievements are as follows:1. This dissertation analyses the origin of flexible management from the foreign and domestic angles, and introduces the intension of flexible management and its five characteristics: dynamics, flexibility, initiative, systematism and efficiency, and summarizes its ten contents of management: emotion management, flexibility of organization, flexibility of stratagem decision, flexibility of service, flexibility of marketing, flexibility of manufacture, reliance of new and high technology and psychology flexible management, points out its realization way such as customer's demand, reengineering the Corporation, enterprise information, etc., sums up the application of flexible management in such aspects as production management, information management, human resources management further. It introduces forming history, current situation, founder and forming process of TOC, and points out its development logic, and emphatically introduces the basic content of TOC, and analyses and summarizes its decision thinking content, the analysis tool , work steps and thinking characteristic , and puts forward its management principles, and briefly introduces the application of TOC, and sums up achievements of TOC application in production management and financial cost accounting finally, and analyses the application of TOC in management field such as supply chain, marketing, sale, human resources, etc. In general, the system of TOC can be basically divided into four levels: Key theory layer, Management technique layer, Application innovation layer and Supporting environment layer.2. This dissertation analyses the risk reason that scheduling management of expressway Construction project is too hard, and sums up the risk among them as three kinds: project environmental key element risk , project systematic structure risk , relevant risks of project behavior. At the same time, it analyses the contingent risk of project scheduling plan and control. It analyzes the too long planned cycle of project. The plan to project cycle will generally be affected by three following factors: uncertain factor, administrative level, protection that is made to prevent from overall cutting down time. Reason that project scheduling exceeds the time limit is discussed. The countermeasures and flexible critical chain method are put forward. Six thinkingtools (EC> CRT-. FTCT\ NB, PRT and TRT) are applied to project scheduling management, and every logic tree is constructed, and the corresponding methods and injections are put forward. This dissertation puts forward eight application principles of FCCM, the application design of FCCM under the environment of single project and multi-projects, thereby shows the intact course of constructing flexible critical chain plan under various kinds of environments. PDCA is applied to expressway scheduling control, and forms the rolled flexible scheduling control. It combines the instance and carries on research. At the same time it applies two follow scheduling technologies of " banana " curve law and forward line law to expressway scheduling control, and combines the instance to introduce. Through analyzing the scheduling risk and accident, it proposes corresponding risk precaution, introduces analysis tool of scheduling accident, and combines the instance to put forward handling measures, the procedure and the prediction scheme of scheduling accident.3. It considers various kinds of situations from ease to difficulty, puts forward the corresponding quantitative solution, and define the conflict resource unit's time contribution rate. It puts forward the quantitative method of identifying conflict critical task. Single conflict task, conflict task set and conflict task group are discussed. It presents the unite definition, and puts forward the corresponding solution. It introduces two kinds of methods of sizing scheduling flexibility: 1/2 method and square root method, carries on corresponding quantitative analysis at the same time, points out the conditions and approximation of these two kinds of quantitative methods, and puts forward variety law of sizing scheduling flexibility. It proposes the quantitative analysis method of flexibility controls about time and the other control goal, designs the control goal according to the current principal contradiction, accordingly constructs many schemes, utilizes the double basic point law, introduces entropy value to optimize, determines the priority order of various schemes, finally adopts the correct measure and control scheme. It proposes the quantitative analysis method of identifying scheduling detention risk factors, and divides risk factors into two levels: the criterion level and the sub-criterion level. Through the concerned experts, the personnel of scheduling control to quantify the fundamentally of each influence factor, it constructs the 2-2 judgment matrix, uses the root method to arrange each judgment matrix, and carries on the normalized processing and the uniform examination, then constructs the unification judgment matrix containing risk factors of all sub-criteria level, then calculates the influence arrangement of each sub- criterion level risk factor to the goal.4. It divides present domestic and foreign expressway management modes into the enterprise management, the business management and the institution commercialization management, carries on the comparison research among them, points out main problems of the current expressway management mode, accordingly proposes main principles to design expressway management mode, finally proposes mode suggestion of the expressway management. It analyzes the present situation of expressway construction management mode, introduced FIDIC and its later change, summarizes the present situation of expressway construction management mode of based on the FIDIC in our country, analyzes the objective application limitation of FIDIC in our country, points out main problems of expressway construction management, accordingly proposes the owner supervision of expressway construction management, and carries on research about the introduction, the work content and the goal, feasible and necessary analysis of the owner supervision.5. This dissertation chooses "T" contract section of Yun Wan expressway constructionproject to demonstrate it, introduces the project situation, applies FCCM to project scheduling plan, at the same time carries on the comparative analysis with the application of traditional technique technology.The primary innovations of this dissertation are summarized in the following:1. This dissertation analyses reasons of the too hard scheduling management of expressway Construction project, the too long planned cycle of project and project scheduling delay. Application principles, method and application design of the flexible scheduling plan of express construction project, and flexible scheduling control method, risk precaution, procedure and prediction scheme of scheduling accident are put forward.2. According to the key questions that the flexible scheduling plan technique of expressway construction project overcomes, the corresponding quantitative analytical methods are put forward. The concrete results are as follow: the qualitative model of overcoming resource conflict and identifying conflict critical task. It analyzes quantitative method of scheduling flexibility, and points out its premises and regards.3. The quantitative analysis method of flexibility controls about time and the other control goal, and the quantitative analysis method of identifying scheduling detention risk factors are proposed.4. It analyzes primary problems of expressway construction management, accordingly proposes the owner supervision of expressway construction management, proposes primary principles to design expressway management mode and the suggestion of expressway management mode.
