Non-core Business Outsourcing has been one of the best ways to improve core competency of corporations in recent years, and also one of the most powerful factors to make changes to enterprises, and becomes the important strategy for the companies to gain the competency. Meanwhile obtaining benefits from business outsourcing, enterprise are taking risk of failure. It is a warrant for success that correct outsourcing decision-making as well as efficient outsourcing supplier management. This paper makes the study as follows:(1) Based on background and theories of business outsourcing, it has been done that summarizing the definitions proposed by scholars all over the world, analyzing the causes and the risks, and sorting them. So research object is made specific deeply.(2) According to outside and inside value chain structure of machinery manufacturing enterprises analyzed, the paper summarizes the benefits and risks for business outsourcing and provides some of measures to avoid failure, with the comparison in detail between Industrial operation of integration and non-core business outsourcing, and proposes the non-core business outsourcing extent model.(3) On the basis of the two classical decision-making models, it has been proposed a three - dimensional strategy decision-making model of machinery manufacturing Enterprises for non-core Business outsourcing, including the marketing maturity degree, the specialization degree and the stability of working plan of the outsourcing. Qualitative and quantitative method can be used in the decision-making model with the help of fuzzy theory, and those who make decisions can choose proper strategies determined by the model result.(4) Through the analysis of the relationship between machinery manufacturing enterprises and outsourcing service suppliers, the suppliermanagement system is built up for risk controlling and performance safety, which is consist of the supply chain management subsystem, the performance management subsystem and the information management subsystem.(5) The PT company, an automotive engine manufacturing enterprise, is taken as the object of case study. Based on the background description and qualitative analysis, it is explored that how to use the Fuzzy Comprehensive Evaluation to assess the three dimensional level of cutting tool management outsourcing. By means of the efficient outsourcing supplier management system, the PT company encourages the supplier to provide more and more superior outsourcing services and grows up well. It can be proved that the three - dimensional strategy decision-making model and supplier management system of machinery manufacturing Enterprises for non-core Business outsourcing does a good work.
