The Research Of Integrated Development Strategy Of Urban And Rural Areas And Construction Of New Village In China's Transitional Period

After the foundation of new China, China's socialism construction obtained great achievement and economic society got into the transitional period under the leadership of CCP (Chinese Communist Party). Especially since 1980s, China began to change the planned economy system into the market economy system with carrying out the policy of reform and opening up. In the process of the transformation, various relationships are being adjusting. The relationship between industry and agriculture as well as between urban and rural is changing unprecedentedly. "Three rural issues" are becoming outstanding problems increasingly and the disparity between urban and rural is further expanding which cause the rigorous challenge to the socialistic modernization construction and deep concern of CCP and Chinese government. CCP put forward the strategy of improving the integrated development of urban and rural areas and constructing new village timely in order to resolve "Three rural issues" and construct the moderately well-off society. Meanwhile, at the beginning of 2000s,CCP and Chinese government adopted a series of important measures of adjusting the relationship between urban and rural and of improving the development of village in China that exercised a great influence on the transformation of the relationship between urban and rural, and the modernization construction in China.This research takes the condition of economic society in China's accelerating transitional period as background to study for the issues of the theories and the practices in the process of carrying out the integrated development strategy of urban and rural areas and new village construction with the base of thorough investigation on historical track of dealing with relationship between urban and rural development. Putting forward carrying out the integrated urban and rural development strategy and new village construction is China's strategic orientation after China entering the stage in which industry supplements agriculture and city spurs on village which is also the new exploration of developing urban and rural guided by Marxism theory and necessary selection to resolve "Three rural issues" and construct the new socialistic village. CCP accumulated valuable experiences and a lot of lessons from the history of exploring the development of urban and rural, which is the foundation of carrying out the integrated development strategy of urban and rural as well as new village construction. Meanwhile, the prominence of "three rural issues", the various contradictions in urban and rural, the establishment of scientific development conception, the improvement of comprehensive national strength and the achievement of reform and opening up ensure that carrying out the integrated development strategy urban and rural and new village construction is inevitability in Chinese history.At the beginningof the 21st century, CCP puts forward carrying out integrated development strategy of urban and rural and new village construction in a special historic background among which the most important aspect is serious circumstance of "Three rural issues". However, China practiced the system and policy of the separation of urban and rural for a long time, which made the separation of urban and rural dual structure. It is the major reason for deepening "Three rural issues". We should get away from the mode of thinking that"solely talking about village" when coping with this problem. With mode of integration, we carry out the new policy that industry supplements agriculture and city spurs on village in order to improve new socialistic village construction. This is the basic starting point that CCP put forward carrying out the integrated development strategy of urban and rural and new village construction. Base on the foundation of historical study and background analysis of carrying out the integrated development strategy of urban and rural and new village construction, this thesis studies for the meaning, goal and the content of carrying out the integrated development strategy of urban and rural and new village construction. Then it points out that carrying out the integrated development strategy of urban and rural and new village construction should be a long historic process in China. The process conforms to modernization goal of CCP and relates to the moderately well-off society construction. The key point is to resolve the issue of the disparity between urban and rural and to improve the village development in China.With the base of actual investigation and analysis of the present condition, one important aspect of this research is to research on the coping strategy of implementing integrated development of urban and rural areas and new village construction. First of all it analyzes the affecting factors that influence the integrated development of urban and rural areas and new village construction and then put forward establishing scientific development concept as the forerun point which means equal treatment of village and city, agriculture and industry, farmers and citizenries. It further emphasizes that it is the historical responsibility of the ruling party to draw up policy of benefiting farmer and constructing socialistic new village rather than a kind of grant gift. At the same time, constructing the supporting system is the precondition to fulfill the target, mainly improvement of law and regulation;construction of judicial system;deepening system reform and forming branch system;adjustment and construction of city and countryside policy;accelerating talent exploring and its system;enlarging investment and setting up funds guarantee system. The key factor of integrated development of urban and rural areas lies in people and positive mechanism. With The farmer as the main subject and the guidance of the party committee, it can consolidate the coherence force and quicken the marketing process. Following that we point out some of the tendency in policy and the process of implementing it by analyzing the policy on integrated development of urban and rural and its effectiveness since the 16th National Congress, such as over consuming natural resources and harming ecosystem environment of rural area;excessive dependence on national force but lack of local function;emphasizing short-term plan but neglecting long-term system;repairing the agriculture with industry excessively but neglecting interaction between urban and rural areas;emphasizing protecting benefits of farmers rather than inspiring their enthusiasm;paying more attention to typical model easily leading formalism and "achievement project engineering" etc. All of the above should be given enough attention and positively resolved.Implementing integrated development of urban and rural areas and constructing social new village have bright future. This strategy choice will be benefit for narrow the gap between urban and rural areas and realization of well-off society. And the economic and social feature of village will get a completely new look. Our country will enter industrialsociety from agriculture one, i.e. modern society form traditional one. The realization of fine prospect can't be and impossibly be a smooth process which needs the spirit of abreast with times and speeding up the pace of reform as well as solving the tough problems. This is the mission of our Party and a test to the ability of ruling party.
