Currently, china's economy is in shunting period. The economy develops rapidly. The non-agriculture GDP has already been far above the agriculture GDP, and the proportion of the non-agriculture GDP has been increasing rapidly and continuously. But the number of the country population accounts for 70% of the total, and the surplus of rural labor forces is about 200,000,000. That such a large-scale rural surplus of labor forces can't transfer toward the city smoothly has become a major influence on sustainable development of our economy. But the existing economics theories can't explain this realistic problem of the difficulties that arise from the transfers of the rural labor force during the period that the agriculture surplus exists and the economy develops quickly, therefore it is of great theoretical and realistic importance to research the problem.Employing the way of falsificationism,, takes econometrics as tool, and studies the influence of the dual education on migration of rural labor force based on dual economy framework and a great deal of social inquiries.Our urban and rural labor force market segmentation blocks the migration of rural labor force. The urban and rural segmentation system based on the residence registration system prevents the rural labor forces from enjoying citizenship right, and the migration has been keeping the cost up. More importantly, most of the rural labor forces are not well-trained workers, and their education level is very low. Besides, their learning ability is bad. So, it is hard for them to learn the modern manufacturing technology. Most of them can only enter the secondary labor market which demands low-level technique and has bad stability and low wages. This kind of migration is unsteady and the reflux is stronger. Therefore, Chinese rural labor forces are in a floating condition instead of transferring stably toward the city.Owing to the difference in human capital investment, the labor force can't be conceived as same quality. Discrimination economics, human capital theory, screening theory and labor market segmentation theory illustrate the difference in labor force in different aspects. In this dissertation, the human's inherent ability is believed to be normal distribution and is homogeneous in a certain scope. Its differences come from the acquired human capital investment and the investment passed down from one generation to another. The most important approach to form the heterogeneity is education. Particularly the basic education determines the level of the learners' learning ability which restricts farther education and occupational training and forms human capital Heterogeneity.There are mainly two channels of the migration of rural labor force: The formal one is through the college entrance examination or joining up, which offers the change of the residence registration and the study of the technical ability synchronously, breaks the stipulation of the formal system and informal system, and results in transferring urban primary labor market formally, in addition to joining up, the education is the unique way. The informal one is that the rural labor force transfer to the city spontaneously, through which we can find that the rural labor force education level has strongly close relationship with contract expectation.
