The thesis firstly contrasted economical evaluation indexes of construction project in China to the international corresponding ones, identifying the differences between them and revealing the reasons by analyzing their policy and economical circumstance. Because it's easy to be subjective on determining the evaluating score of water project for its public welfare, the thesis determined all sorts of benefits of water project in order to decrease the subjectivity and simplify the complexity caused by externality factors in shade price, according to the definition of economical externality. The thesis developed, detailed and defined more than 50 evaluating indexes of 5 types in a 4-layers framework on comprehensive evaluation of water project. Declared the indistinct AHP methods with multi-layers indexes by using TaoLinkou project as a example. Declared, defined and explained several macro-economical indexes in evaluating water project, according to its macro-contribution to national economy and creating principles. Discussed the feasibility and difficulty in counting the macro-economical indexes with 3 ways according to SNA system, and researched respectively the quantitative models to calculate them, including input-output model, quantitative economical model, and system dynamical model. Instructed PFI model which made a great achievement encouraging private sector to participate the public project in England, and Partnering model which increased US public project operating effect drastically. Considered that it's necessary to develop such model as PFI to encourage private capital to participate water project in China, analyzed the present situations and gave some suggestions. Discussed the construction management models of water project depending on government finance and none-government one, and drew some conclusions.
