The public bidding system has been used for20to30years in china, but the study of bidding theory, system and practice has no great development especially for the bidding of project building materials. There are still some questions in this field to discuss and study further including traditional and unitary bidding method design and bidding application, subjective and unscientific bidding evaluation, excessive casualness in bidding index weights setting, few research in quantitative research of qualitative evaluation factor, the lag of software platform development for public bidding system.Aiming at the general problems in thermal power engeneering equipment purchasing and bidding, including being not comprehensive and bad objective bidding indexes, poor operation in index setting, unreasonable index price quantization, unscientific setting of index weights, complicated bidding procedure, etc. This paper do further research in main engine and equipment bidding evaluation model and auxiliary equipment bidding system.Aiming at the characteristics of thermal power main engine bidding, this paper establish a thermal power projects bidding evaluation index system based on SMART principle and index system. In the establishing process of this system, research work on price quantization of bidding evaluation index was done systematicly and the model of price adjustment for different index was built. The price adjustment model for non price quantization index was established using fuzzy assessment method. At last, the optical value bidding assessment model for main engine and equipment was created based on value engineering principle and rough set theory, and it was verified by a bidding example.Based on the characteristics of thermal power projects auxiliary equipment bidding, this paper proposed the concept of bidder's market power, created the bidder's market power bowstring theory model for auxiliary equipment bidding and designed market power assessment index system. This paper also creatively proposed and established thermal power auxiliary equipment purchasing bidder market power ranking index system. Rough set theory is used to determine the weights of bidder's market power assessment index. Reverse auction market access model for the bidders was created based on multi-level fuzzy theory and grey correlation cluster analysis. Finally, reverse auction bidding decisions model for thermal power auxiliary equipment was created based on bidder's market power integral ranking and two-step bidding method.The main achievements of this thesis lie in the following:through the research, more scientific evaluation model of thermal power main engine bidding was created and the evaluation procedure of thermal power projects auxiliary equipment bidding was simplified.The innovative points of this paper are listed as following:Comprehensive research was held aiming at price quantization of thermal power projects main engine equipment bidding evaluation; Optimal value bidding assessment method was created aiming at main engine equipment bidding; Proposed the concept of bidder's market power firstly and created bidder's market power bowstring theory; Created the reverse auction bidding model of thermal power auxiliary equipment based on bidder's market power assessment integral ranking; Proposed optical value bidding method of auxiliary equipment aiming at thermal power projects auxiliary equipment bidding. |
