Agriculture is a weak industry. Therefore, it is of great importance of theoretical and reality todevelop agricultural insurance to prevent natural disasters, guarantee food security, increase farmer'sincome, improve China's agricultural security system, and develop modern agriculture.The main content of this paper is related agricultural insurance based on the theory, This researchis to study the development and transition of agricultural insurance of Inner Mongolia, understandfarmer's demand of the insurance on basis of field survey, analyze the current status horizontally andvertically, discover major problems and propose relevant suggestions.It takes U.S., Japan, Philippine, and France as models and analyses their ways to operate theagricultural insurance from three aspects of operating hosts, guests and insurance holders. The papermakes a detailed introduction of other countries' models in terms of background, developmental history,operational pattern, main practices and operating features.Combination of domestic and international agricultural insurance development status and relatedtheoretical basis, we analyze and study the development of agricultural insurance in Inner Mongolia.Based on the systematic analysis from the horizontal and vertical development and changes of thehistorical trajectory of the Inner Mongolia Agricultural insurance, we take an empirical analysis for thefarmers agricultural risk appetite in the Inner Mongolia. With the comparison of the basic intention ofsharing natural disasters risks and insuring before and after use of agricultural insurance, the conclusionis that obtained with rising incomes, farmers' risk aversion is growing, and increasingly high demand forsecurity. Based on the data about Bayannaoer's farmers in2005and2010, after the comparison of therural households on agricultural natural disaster risk category changes, the estimated change in theextent of the loss of agricultural natural disasters, we analyze factors which affect farmers' agriculturalinsurance satisfaction by the logistic model. In recent years granted to the Inner Mongolia Agriculturalinsurance regulatory practice and primary research, combing through the path of the development ofagricultural insurance in Inner Mongolia, we propose the mode conversion and policy adjustments toimprove the development of the regional agricultural insurance system. Namely, agricultural insuranceshould take the following two business modes: first is the national policy agricultural insurancecompany, and second is the government-led large-scale state-owned joint-stock commercial insurancecompanies engaged in agriculture insurance model. Both modes need for social mobilization, andnetworking and advocacy play a significant role.
