Low Carbon Tourism:from Thoery To Practice

Climate change has already been an extension of a series of political and economic proposition. Low-carbon economy has been concerned widespread in academia and policy makers, because of its important political significance, special technical and economic properties. Comprehensiveness and complexity of the tourism industry determine the intersection and application of tourism research. How to integrate with the latest applied theories has been one focus of attentions of tourism research. This paper attempted to low-carbon economic theory applied to the laws governing the operation of tourism system, trying to seek a new model of tourism development in the context of sustainable development, and, in the end, providing a new theoretical basis for the construction of ecological civilization in the context of the tourism development planning and management practices.Eco-tourism, sustainable tourism theory provided a theoretical support for this article, but both failed to seek a new development direction in integration with energy and transportation, so that there are many limitations on practical level. Based on the perspective of technical economy, starting from the tourism sector responsibilities in the context of climate change, regarding the evolution of the tourism development mode as the main line, on the basis of ecological civilization, low-carbon economy and travel system theory, built the theory framework of the low-carbon tourism, and try to put it into practices. The specific content of this article chapter were as followed:Chapter1is the introduction part, pointed out problems, objectives and research programs of this research. This part started from the tourism sector responsibilities in the context of global climate change, regarding the law of change on combination of internal elements of tourism development mode as the main line, regarding the innovation of sustainable tourism and eco-tourism theory as research requirements, thus pointed the research problem. Namely, based on the perspective of technical economy, build a new tourism development model to be used to guide tourism development.Chapter2is the literature review part. This section summarized the related research on low-carbon tourism at home and abroad, found that foreign researches were mainly concentrated in the travel carbon emissions assessment and mitigation countermeasures, mainly were quantitative research, focusing on the empirical analysis, but being lack of the research on theoretical system. In China, there were a large of literature of the field, but these researches were not high level, most of them were simple descriptions and discussions of the concept, lack of empirical case studies, not yet formed a theory system about the low-carbon travel.Chapter3is the theoretical basis part. This section outlined three core theory of low-carbon tourism. Ecological civilization as an important guiding ideology, which was ethics-oriented construction of low-carbon travel way; low-carbon economy as a model of economic development, which is the principle of technology to achieve low-carbon tourism; travel system theory as the basic theory of tourism research, which is the basic support of low-carbon tourism analysis.Chapter4is one core theoretical part of the thesis, namely answering the core question that "what is low-carbon tourism". The part analyzed the source of concept, the main content, and the basic characteristics of low-carbon tourism. We thought that low-carbon tourism is the response pattern of low-carbon economy, tourism implementation of the ecological civilization, innovation and breakthrough of eco-tourism and sustainable tourism theory. Low-carbon tourism has characteristics of low-carbon and economical, technical and innovated, universality and practicality.Chapter5is the framework of implementation of low-carbon tourism. That part was mainly to solve two important issues that "Why should develop low-carbon tourism" and "how to develop low-carbon tourism". Low-carbon tourism is an important way to mitigate global climate change, inprove the comprehensive benefits of tourism development, and promote sustainable development of tourism Low-carbon tourism technology, tourism behavior patterns as well as "carbon sinks" of tourism resources were core elements of the low-carbon tourism development. Based on the perspective of main actors of tourism development, constructing low-carbon tourism destination, marketing low-carbon tourism products, and promoting low-carbon tourism consumption were low-carbon tourism development paths.Chapter6is discussed the practice analysis about the development of city low-carbon tourism. Form the analysis about the development practices of shanghai to build the urban low-carbon tourism destination, this part pointed out that the construction of urban low-carbon tourism destination in shanghai is an important way to achieve the transformation of shanghai tourism In construction of urban low-carbon tourism destination, shanghai must realize the level of its tourism carbon emissions, formulate relevant assessment indicators, bring out action guideline of the development of urban low-carbon tourism, construct the mechanism of urban low-carbon tourism development, gradually carried out in the form of a demonstration area within the city, and determine the appropriate demonstration field for the different characteristics of the area. Demonstration of the construction of "Low-carbon Tourism Island" in Chongming is an important step in achievement of the low-carbon tourism destination.Chapter7is talk about the practice analysis of the development of rural low-carbon tourism. Take security lake area in Daye city, Hubei province as a case, this part analyzed the mode, realization routes and safeguard measures of the development of rural low-carbon tourism, pointed out that the wetland park is an important mode of development of security lake area. The main path of rural low-carbon tourism development of Security Lake is shape high quality experience environment in "carbon sinks" travel, foster rural low-carbon leisure industry gathering area, and implement strict negative effects control of tourism development.Chapter8is the planning practices of low-carbon tourism development in the western region. Take Shaya, Xinjiang province as a case; this part analyzed the development of low-carbon tourism in western china. Shaya is a typical minority area in western china, it has characteristics like a marginal location, eco-environmental vulnerability and economic and social development lags. But meanwhile, it has a unique combination of native carbon sink resources and colorful national social cultural background. It is an important area of government strategic decision. The development of low-carbon tourism in Shaya County must take the development of low-carbon tourism products as the main line, achieved through the establishment of low-carbon tourism consumer market and promote the integration and development of related industries and tourism products.Chapter9is discussed the development strategy of China low-carbon tourism. This part analyzed the developmental background, significance and strategic counter measure of China low-carbon tourism. It point out that China has a good political environment and policy background in developing low-carbon tourism, and with a positive response enthusiasm from the local and tourism from all walks of life. From strategic pillar industry and satisfactory modern service industry for tourists and residents of China, China must speed up to make the evaluation index system of low-carbon tourism, construct the mechanism of low-carbon tourism development, promote the development practice of low-carbon tourism in the form of demonstration area.Chapter10is summarized and concluded research of the full text, and prospected the deficiencies and future research of this thesis.
