Study On The Growth Of Tertiarization In Pearl River Delta Region

Global industrial structure presents a transition trend of tertiarization since1970s. Some developed countries which had been noted as their manufacturing have emerged a service dominant structure now, which makes a transformation of the pattern of economic development. As the pioneer of reform and opening up and modernization of the country, Pearl River Delta region plays an important exemplary and leading role and has important strategic position in economic and social development of the whole country. It has some value of theoretical innovation and practice guidelines to study systematically the mechanism,path and policy measures of the industrial growth of Pearl River Delta region under open condition.This dissertation constructs a theoretic analysis framework based on the contemporary comparative advantage theories,modern economic growth theories and related theories in new classical economics. And reveals the mechanism and the regular path of the growth of tertiarization in open economy. The dissertation consists of seven charpters in four parts.The first part is introduction,which mainly covers the background of the study,the definition of key concept,relevant literature review etc. The second part comprises chapter2and chaper3, mainly states and investigates the law of tertiarization, and inspects the characteristic of regional coordination of tertiarization in large contries. The third part (chapter4～6) elucidates the intrinsic mechanism and realistic path of tertiaryzation of Pearl River Delta region from three aspects respectively, which are endowment structure change,independent innovation and technology progress,division and specialized economy. The fourth part (chapter7) is the research conclusions and policy proposal.The dissertation first proposed a proposition of the "growth of tertiarization" on the basis of scientific clarification of "growth of industrial structure" and "tertiaryzation"."Tertiarization" is the evolutive rule and the status which the tertiary industry dominant economy step by step."Growth of tertiarization" is the transformation process of industry structure from manufacture-leading to service-leading under the regular law of tertiarization. The growth of tertiarization under open economy is primarily the result of factor accumulation and the change of factor endowment with the economic growth. And human capital and technical progress play a key role simultaneously.Empirical study reveals that the regional disparity of factor accumulation in China takes shape of a certain characteristic of secondary gradient on interprovincial distribution, and there is a stronger comparative advantage in physical capital accumulation in Pearl River Delta region.. The aging of population which is coming in China will eliminate unlimited supply of laobor. The relative shortage of labor will serve the growth of industrial structure objectively. Empirical research also shows that the economic growth of Pearl River Delta region has always been belonged to the "Marx growth" based on capital accumulation since reform and open up. As the growth of tertiarization expresses a change of the mode of economic development distinctly from physical capital driving to human-capital and technical progress driving. The growth of tertiarization in Pearl River Delta region should depend on innovation drive development.The dissertation provides a new perspective of tertiarization study based on regional coordination in large country. The essence of tertiarization of the developed countries since70s in20th century is considered in this dissertation as the regional industry specialization with the evolution of international trade division based on intellectual elements. China faces a dilemma in tertiarization, as there is a large gap compared with the developed countries in intellectual endowment, and thus cann't consititute a comparative advantage to other developing countries. However, the ecnomy of China has a characteristic of large country, such as regional disparity, multi-structrue and adaptability etc. A strategy of "regiona, coordination,gradual rotation"could be made to achieve the transformation of tertiarization in line with the regional disparity and it's evolution, copying the course of tertiarization of developed countries with the extention and deepening of internal devision and regional specialization. Having a forehead position in transactional efficiency, Pearl River Delta region should speed up the division evolution to push external promotion and endogenous evolution of tertiarization. On supporting policy measures, the Pearl River Delta should accelerate regional economic integration, speed up the "double-transfer" of labor-intensive industry accompanied by crude labour,build a modern industrial system drived by "coupled wheel". Perfect mechanism of human capital production and reinvestment, motivate indigenous innovation and technical progress, bring about innovation drive development. Vigorously strengthen transaction technology construction and institutional innovation, upgrade comprehensive transactional efficiency, forge the comparative advantage in knowledge elements. Quicken the open pace of services, developing greatly modern service industry, propel steadily internationalization of service industry.
