China is a large agricultural country and agriculture is the basis for its economic development. Since opening and reform in1978, agriculture sector in China has experienced tremendous progress. However, it is evident that the sector is still lagging behind. In contrast to the rocketing growth in the industrial sector, the gap between the agricultural and industrial sectors is increasing each year. Moreover, the gaps between the rural and urban areas and that between the farmers and urban residents are also growing year by year. If the issues of "agriculture, farmers and rural areas" are not resolved fundamentally, it would influence the healthy development of national economy, and hamper the harmony and stability of the entire society. In the4th plenary session of16th Central CPC Central Committee, the CPC general secretary, Mr. HU Jintao explicitly made a judgment on'two tendencies', and put forward that China's development should enter the new period of industry re-feeding agriculture and the urban supporting the rural. Against this background, research on industry re-feeding agriculture has theoretical and practical significance.Based on generalization and summary of the existing industry re-feeding agriculture theories in China, the essay explores the practices in foreign countries, and conducts an in-depth research and an analytical study on the current situation in China by using statistics. By combing theory and reality, the essay unfolds the achievements and deficiencies following the implementation of industry re-feeding agriculture policies in China, and puts forward a relative complete theoretical framework and suggestions.The essay has seven parts. The first chapter is an introduction, covering the significance of industry re-feeding agriculture, relevant theories home and abroad, and objectives, methods, innovations and deficiencies of the research. The second chapter is theoretical basis. It analyses the necessities and establishes the theoretical framework. The third chapter is about international experience in developed, new industrialized countries and developing counties. It summarizes the points that are worthy of learning in China. The fourth chapter is about the current situation in China. It starts with an analysis of the agricultural policies since1978, and then applies theoretical and empirical analysis. The fifth chapter analyzes the constraints of of industry re-feeding agriculture. The sixth chapter puts forward suggestions which addresses the deficiencies of the current "agriculture, farmer and rural areas" policies.The seventh chapter includes summary and outlook to the future.The main idea and conclusion include, firstly, industry re-feeding agriculture is a scientific adjustment of the relations between industrial and agricultural sectors and between the urban and the rural. Re-feeding agriculture, rural areas and farmers is to rectify the serious imbalances between industrial and agricultural sectors, between the urban and the rural areas and between the farmers and the urban residents. Through government management and social intervention, we hope to reverse imbalance and disharmony, and achieve a rational and coordinated relation between the industrial and agricultural sectors, between the urban and the rural areas, so as to ultimately realize coordination between industrial and agricultural sectors and integration of the urban and the rural areas. Secondly, the key to industry re-feeding agriculture is policy design. The smooth implementation and the aim to achieve expected results depend on the scientificalness and feasibility of the policies designed by the government. Thirdly, the primary achievements of the industry re-feeding agriculture policies which has been implemented in China since2004can be summarized into:good start, achievements generated, difficulties remained, heavy task and long way ahead. Comparing to the development in the aspects of industrial sector, the urban area and the urban residents, the achievements in those of "agriculture, farmer and rural areas" are relatively satisfactory, some of which have even surpassed those in the industrial sectors and the urban area. However, problems still exist and some are becoming even worse. Fourthly, the suggestions for the future include:establish and improve long-term effect mechanism which features industry re-feeding agriculture and the urban supporting the rural areas, continuously promote coordinated development of the urban and rural areas, and facilitate coordinated and integrated development of the urban and rural areas, and of the industrial and agricultural sectors. |
