With the continuous development of port logistics, port as a comprehensive logistics service supplier is playing a significant effect in the supply chain. As an important branch of service supply chain, port service supply chain (SSC) is one of the hot points in the field of logistics research and logistics industry. It's a new supply chain with the port, shipping company or the third party logistics enterprises as the core enterprise to integrate the service resources in transportation, warehouse, distribution and information service, provides personalized, integration and comprehensive logistics service for the cargo owners.The supplier selection and optimization of port logistics service is the source problem of construction of port SSC. It determines the success or failure of the SSC operation. So the scientific method can effectively reduce the risk of port SSC and improve the competitiveness of the port service. Based on the supply chain risk control, the source problem of port SSC is studied in this paper in the view of port. And the main contents as follows:Firstly, the risk perspective and port logistics service suppliers in this paer are defined in the scope of port SSC. The concepts of port SSC and port logistics service suppliers and firstly discussed. And the key problem in supplier selection and optimization of port logistics service in the perspective of risk are also mentioned.Secondly, based on the literature review and questionnaire, this paper constructs the frame of risk analysis in the port SSC. It extracts four main key kinds of risk and the construction process has been given based on risk control in port SSC.Thirdly, a supplier number decision model for port SSC design under the conditions of supply risk has been developed and the parameter sensitivity analysis has also been discussed. The paper analyzes the causes and classification of risk in port SSC and discusses the equilibrium relationship between supply cost and risk. Then it constructs the mathematics model of supplier number of port SSC with the method of probability and analyzes the effect on of the optimal number of supplier through numerical simulation experiments.Fourthly, the index system of supplier evaluation considering of cooperation risk control has been established and an improved fuzzy evaluation method of rough sets is proposed. Based on the theory research and survey, The index system of supplier evaluation considering of cooperation risk control is developed. The cooperation risk is segmented into resources risk, capacity risk, performance risk and collaborative risk An evaluation method based on similar fuzzy rough set model is put forward. And it can put the real value information system into fuzzy information system. It provides a feasible way for the multi-objective decision of real value information system.Finally, a multi-objective optimization stochastic programming model of task allocation in port SSC under the conditions of demand risk has been established and a sequential programming algorithm has also been designed to solve it. The paper explained the phenomenon and formation mechanism of demand risk in port SSC. Considering of the minimize operation cost of port SSC, the most satisfaction and the minimize punishment of port, the paper constructs a multi-objective optimization stochastic programming model based on single logistics capability. And the linear weighting method and sequential algorithm are proposed to solve the model and an example is to verify it.
