Research On Circular Economy & Innovation

The emergence of circular economy is the strategic innovation after human beings rethinking the non-continued traditional development patterns. It is the results of the developed ideas of the relationship between human and nature, human and society. It is also a deep reformation in the history of human social and economic ideology. The development of circular economy is the systematic engineering consists of economy, technology, society and ecology. The eidos, systems, policies must be developed to meet the requirements of the circular economy. The existed administrative patterns and techniques must also be changed to support the development of circular economy. Therefore, it is necessary to study the innovation of the circular economy.There are three parts in the dissertation.The first part is about the research basis. The history of the development of circular economy is reviewed. The theoretic basis of the circular economy is analyzed. Then, we introduced the essence of the circular economy, and pointed out the characteristics of the circular economy. Finally, the rules of the development of the circular economy are concluded.The second part includes the third chapter to the seventh chapter. The innovation of the circular economy is studied at macro-, mid-, and micro-level. At the macro-level, the innovation of the circular economy is the innovation of eidos and systems. At the mid-level, the innovation of circular economy is the innovation of policies. At the micro-level, the innovation of circular economy is the innovation of administration and techniques. This part is the main part of the qualitative research. The third chapter focuses on the research of the innovation of eidos of circular economy. The importance and essence of the innovation of eidos is analyzed. It is thought that the innovation of eidos means to seek the harmonious development between human beings and nature. The idea is motivated from the ancient Chinese ideology that thinks there exists harmony between human beings and nature. Then, the contents of the eidos innovation of circular economy are concluded from the essence and characteristics of the ancient human-nature harmony ideology. Finally, the implementing approaches to the eidos innovation are presented from the view of the ecological culture, the green production, the civilized consumption. The fourth chapter focuses on the institutional innovation of circular economy. The institutional innovation theory is described firstly. Then, the detail contents of the institutional innovation of circular economy are presented by analyzing the causes and main parts of the institutional innovation of circular economy. Finally, the realizing approaches to the institutional innovation are presented from the view of law, property right, and economic system. The fifth chapter focuses on the policy innovation of circular economy. The policy innovation of circular economy is built from the view of the core and assistant: the guaranteeing policy innovation and the prompting policy innovation. The prompting policy has five parts: fiscal policy, financial policy, investment policy, revenue policy, and price policy. The guaranteeing policy has four parts: governmental stock policy, expending policy, deposit policy, and industrial policy. Then, the innovation contents of the fiscal policy, financial policy, investment policy, revenue policy, price policy, governmental stock policy, expending policy, deposit policy, and industrial policy are analyzed separately. The sixth chapter focuses on the research of the administration innovation of circular economy. The innovation contents of the macro-administration innovation are discussed from the planning administration, the gross adjusting administration, the importance administration and the assessing administration. The basic administration innovation is discussed from the view of the statistic administration, the information administration, the standard administration and the signs administration. Finally, the contents of the administration innovation at the level of city running are discussed from the view of the responsibility administration, the reduction administration and the recycling resources administration. The seventh chapter focuses on the techniques innovation of the circular economy. The meaning of techniques innovation of the circular economy is discussed firstly. The motivation mechanism of the techniques innovation of circular economy is analyzed from the view of the exogenous and the endogenesis motivations. Finally, the contents of the techniques innovation are discussed on the basis of the analyzing of the circular economy technique supports and the innovation potential supports.The third part is the main part of the quantitative research. A circular economy innovation evaluation performance index system which includes nine first level indexes and fifty-two second level indexes. The system is analyzed by one demonstration. The evaluation performance index system of circular economy has two parts: the circular economy innovation situation evaluation performance index and the circular economy innovation effects evaluation performance index. The circular economy innovation situation evaluation performance indexes includes the above innovation activities at the macro-, mid-, and micro-level, that is, eidos innovation, system innovation, policy innovation, administration innovation, and technique innovation. The first level performance indexes are green developing eidos index, scientific and technologic supporting index, organizing and supporting index. The second level performance indexes are resources production index, resources consumption index, resource comprehensive utilizing index, waste emission index, ecological environmental index and social and economic development index.The innovations of the dissertation are:(1) The dissertation points out that the innovation of circular economy has three levels: the eidos innovation and the system innovation at the macro-level, the policy innovation at the mid-level, and the administration innovation and the technique innovation at the micro-level.(2) The detail contents of the eidos innovation, the system innovation, the policy innovation, the administration innovation and the technique innovation are enriched.(3) The circular economy innovation evaluation performance index system is built and validated preliminarily.
