Research On Industry Damages Early-warning Mechanism And Emergency Plan Of The Imported Trade In Our Country

After China entered the WTO, as the tariff is reduced and the market is open, the quantity and kinds of the imported goods run up quickly. Some foreign imported goods tie up the Chinese market by various way in recent years, which causes the losses of tens of billions yuan to domestic relevant industries at least every year, and hundreds of thousands people are unemployed or potential unemployment, So China should set up and improve the early warning mechanism of the industry damages as soon as possible, by WTO regular means to prevent foreign goods illegitimate competition and dumping from assaulting to the domestic industry.In this paper, we has absorbed advantages of the early warning mechanisms of industry damages and the emergency response prediction scheme of developed countries and regions such as American, Japan, European Union, etc. and investigated and obtained some newest effective datas, and studied the early warning mechanism to domestic key industry and products. On this basis we formed the procedure of the early warning mechanism of industry damages of our country, constructed the early warning model, studied how to take emergency response in terms of national government, employer's organization, and enterprise, etc. At last, we take petroleum and chemical industry as representatives to carry on the instance analysis. We hope it is helpful for realizing the preposition of industry's protection work and protecting the Chinese industry security effectively.
