The history of developed countries shows that a country or district will oriented to a innovative stage when its per Capital GDP reaches 4000 USD. In 2006, many cities start to create innovative cities in china. In particularly, with the deepening of the scientific outlook on development, many cities start to create innovative cities by adjusting the industrial structure, guarantee the sustainable development, and building a harmonious society.This thesis studies the opinions on innovative cities of different academicians, researches the connotation and characters of innovative cities, analyzes the phases of innovative cities and forms of the innovative city development and the behaviors of local government whice are the engine of innovation in the promotion tournament system in China. Sometimes,the local governments may colluse whice is proved by Game Model when the officials of government bring the institutional innovation into effect. Furthermore it is key factor that institutional innovation depends on knowledge spillover between the local government.Innovative city model is created, which is composed of economy system, human resource system, social and culture system, political system and innovative system. Then a set of evaluating indexes is created to push the construction of innovative city. Many experts were consulted and Delphi method, AHP, Threshold and Comprehensive evaluation were used to create the evaluating indexes, calculate the weight, and construct the evaluating model. This thesis applies the evaluating indexes to evaluate Nanjing , and rank the 13 cities such as Beijing, Shanghai, Hangzhou according to the result of the evaluation. At last, empirical research on innovative city construction of Nanjing, constitute some key objects of innovative city construction of Nanjing based on grey forecasting, and put forward some advices about the reforming and perfecting the mechanism for innovation, building a independent innovation system, strengthen the innovation system in enterprises and how to attracting the talent.The city evaluation index system, with quantitative measurement and evaluation methods of city construction, a theoretical tool to enhance the operational, and evaluation of the realization of fairness and objectivity. And the evaluation index system has strong applicability and I hope it can provide a useful reference to many other cities in the country to build the innovative city.
