Rural Minimum Living Security System

The rural minimum living standard security system in 2007 nationwide started the promotion era of rural minimum living security system, and this key step in constructing harmonious society strategy marks a new era of our social economy harmonious development. So a systematic analysis of design and implementation status should be made to provide further policy guidance and theory for this system.This paper is divided into six chapters:the first chapter foreword part introduces the background and meaning, and makes a classification to the domestic and international research literature on social assistance and minimum life guarantee system, and then makes a comparison in angle method. Furthermore, it points out the major breakthrough of the achievements and shortages of rural minimum living standard security system research.Chapter 2 proposes the theoretical basis of rural minimum living standard security system, including fair efficiency welfare economics theory, Keynesian balance economic wave theory, and negative income tax theory. These theories fully demonstrated the necessity and feasibility to establishment the rural minimum living standard security system.Chapter 3 introduces and analyzes the typical social assistance system of Germany, France, Japan and other countries, focusing on the major countries of social relief system construction mode and social economic effect analysis. The analysis of the social and economic effects focuses on quantitative analysis by social assistance system, the labor market effect, social stability effect, financial effect and the correlative analysis of the effect on economic growth, looking for social assistance system in all aspects such as social economy may affect, in order to make an objective judgment on the suitability of foreign social assistance system. Finally, in comprehensive grasp of foreign typical countries social assistance under the premise of transformation trends, I propose some principled enlightenment the construction and perfection of the rural minimum living standard security system.The fourth chapter presents situation and existing problems of this system, and analyzes social and economic effect focusing on the empirical analysis. This chapter first expounds the rural minimum living standard security system from some aspect, such as rural coverage, financing and spending levels, and fund management mechanism, fully affirming the current construction mode and achievements. And then it analyzes emphatically problems of the minimum life guarantee system, mainly including rural subsistence security standards under international poverty line, rural basic cost of living allowance differences between areas, minimum rural social life object definition standard not clear, insufficient rural minimum living security funding sources. Then it points out current rural minimum living security system has emerged relatively remarkable population stratification symbols effect, the poverty trap effect, the opportunism behavior evoked effect and local government game effects. Analysis indicates rural minimum living security system treatment standards, confidence of getting rid of poverty, dignity, institutional credibility; institutional stability, institutional equity, etc have become the main obstacle of institutional deepening.The fifth chapter researches on the key problems of rural minimum living standard security system, including basic goals, the appropriate level, different areas to balance, linear expenditure system to measure minimum life guarantee standard and the ability to pay.The sixth chapter summarizes and puts forward the further research. Main innovation:(1) In theoretical framework, try to apply the western welfare economics theory of the equity and efficiency research conclusion to the rural minimum living standard security system research, analyze the behavior countermeasures in the implementation rural minimum living standard security system, and look for the theoretical basis of institutional innovation of this system. The main conclusions are as follows:whether rural minimum living standard security system standard is moderate or not is chiefly determined by the incentive effect on the whole economic development more than the degree of the satisfaction of rural minimum living expenditure need, and we should prevent simply pursuing short-term "fair" and damaging the long-term economic development energy, deal with the demand and supply of rural minimum living standard security system, and maintain the sustainability of this system.(2)To analyze economic and social effect of the rural minimum living standard security system, and investigate this system in the whole economy operation environment, then make a quantitative analysis of labor employment and institutional dependence effect..(3)To judge the proportionality of rural minimum living standard in different areas: based on the justice theory, the paper structures the rural residents crowd utility equal model, then according to medium-term and short-term target calculates respectively each province's (autonomous region, municipality directly under the central government) equilibrium rural subsistence security standards. The analysis results show that the actual western rural residents level deviates from the balanced level much, while the coastal developed regions little, and there is a internal inconsistency in each province. In order to realize equilibrium coordinated development, analysis of rural minimum living standard should not consider basic survival needs factor only, but fair factor.(4) To solve the key problems of rural subsidies, standard measuring, scope confirmation, source of capital, scientific and accurate quantitative estimates and analysis is needed. However comprehensive measure analysis research is relatively rare in domestic. Therefore, this paper has strong significance to guarantee the effectiveness and operability of the rural subsidies policy.
