With the rapid development of information technology and the enterprise competition environment changes, informatization has become the inevitable requirement of the enterprise survival and development. With informationization deeply, whether it is the government, enterprises or scholars pay more and more attention on the informatization performance. How to find out the problems of informatization construction and promote enterprise informatization development through evaluating the informatization performance has become a research hospot. But the characteristics of enterprise informatization performance such as indirection, long-term, invisibility, diffusibility and so on create difficulties for accurately measuring the informatization performance. The existing researches tend to treat the informatization input and output as independent indicators and have not linked the two together from input-output relationship perspective to provide operational guidance for the enterprise informatization next development, so they generally have questions such as no systematic index system; attention informatization directly results, and neglect indirect performance; attention to the internal performance, and neglect external diffusion performance, and so on.On the basis of existing research results, this paper under the guidance of the systematic view, from the input-output perspective, based on the enterprise value chain model analyzes the relationship between informatization input and output which has indirection and complexity and constructs the performance evaluation model of informatization based on cognitive perspective with the reference of cognitive decision theory and cognitive psychology theory. This model simplifies the relationship between informatization input and output and solves the problems related to the performance evaluation of enterprise informatization. This paper mainly divided into the following three parts:The first part of the paper is chapter one and chapter two which mainly introduces the research background and development of the performance evaluation of enterprise informatization. With the informatization becoming more and more important for the enterprise survival and development, the problems such as how to measure the informatization performance, how to effectively construct informatization and so on have been the practical problem urgently need to solve. The previous research findings indicate that only from the informatization input or output perspective cannot comprehensively and completely describes the enterprise informatization performance. The evaluation of informatization performance needs the guidance of systematic view and conducts from the input-output process perspective. This section discusses the theories related to the enterprise informatization and performance evaluation and gives a literature review of the research achievements related to informatization performance evaluation under the main line of scholars'perspective. This section induces the content related to cognitive decision theory which provide a theoretical support for the main part of this paper.The second part is from the chapter three to chapter five which is the main part of the thesis including three aspects:(1) The chapter three whose title is the conceptual model construction of enterprise informatization performance evaluation is the key content. The performance evaluation of enterprise informatization should focus on the key problems of enterprise strategy realization, should pay attention to people that are the most dynamic elements and should provide guidance for informatization performance improvement. These are the basic principles of the model design. Enterprise informatization is a complicated system engineering whose performance evaluation is a complex system evaluation so we need comprehensive analysis under the guidance of systematic view from the input and output process perspective. In order to understand informatization input into output and the mechanism realizing enterprise value, this paper constructs the enterprise value chain model based on informatization to analyze the indirect complex relationship between enterprise informatization input-output. Therefore this paper proposes that construct the enterprise informatization cognitive input-output model based on cognitive decision theory to measure the informatization input and output with the cognitive process of informatization stakeholders and find the relationship between input and output. (2) The chapter four whose title is quantitative model construction of enterprise informatization performance evaluation based on cognitive perspective mainly design evaluation index system and variables to construct enterprise information input-output quantitative model. The index system is the basic of informatization performance evaluation and also is the basic guarantee of the exacc and reasonable evaluation results. This paper finds the cognitive variables of enterprise informatization evaluation based on evaluation index system construction and then build the quantitative model of enterprise informatization input and output. In order to ensure the validity of the respondents'cognitive data, this part stil designs an empirical scheme from cognitive perspective which adds the situation start-up and cognitive need measurement to the investigation. (3) The chapter five whose title is the validation and application of enterprise informatization performance evaluation model based on cognitive verifies the validity of the informatization performance evaluation model with the large enterprise and small and medium sized enterprises as the empirical study. Through empirical tests, this model not only examine each element's situation of the enterprise informatization input and output, and also find out the weak link of the informatization construction through the analysis of the relationship between the input and output elements to guide enterprise to improve informatization performance. For more extensive and convenient application of the evaluation model to help enterprise to evaluate informatization performance, this part designs the performance evaluation software system of enterprise informatization that seals the specific evaluation calculation process in the system in order to improve the efficiency of the evaluation work and satisfy the need of large-scale investigation.The third part, namely the chapter six of the paper, mainly summarizes the research work and points out the future direction of further research.The paper constructs the performance evaluation model of enterprise informatization based on the cognitive and input-output process perspectives and studies how to comprehensively and effectively evaluate the enterprise informatization performance with the cognitive decision theory, cognitive psychology theory and system theory and provide guidance for enterprise informatization performance improvement through the analysis of the enterprise informatization input-output relationships. The main research conclusions of this paper are as follows:First, the enterprise informatization has indirect effects on the enterprise value increase. Enterprise informatization builds the foundation platform for enterprise value chain and increases the enterprise value by affecting the enterprise's primary activities and secondary activities. It is the indirect relationship between the input and output that makes it difficult to measure enterprise informatization.Second, the enterprise information is a complicated system engineering, so the performance evaluation of enterprise informatization guided by systematic view can more grasp the elements. This paper constructs the evaluation index system of enterprise informatization from the two dimensions and four aspects that are internal-external, input-output. The idea investment, strategic planning, infrastructure investment, talents establishment and external environment investment are the main input elements of enterprise informatization. The economic performance, business process performance, management performance, market performance and external performance are the main output elements of enterprise informatization.Third, the performance evaluation model of enterprise informatization based on cognitive can effectively evaluate the performance of enterprise informatization. Designing the cognitive variables not only can investigate the indirect performance and external performance that are difficult to be measured and also can get the relationship between enterprise information input and output through data processing, and thus find path to improve enterprise informatization construction.Forth, information process of the cognitive decision-making can reveal the essential rules under the complex phenomenon. This paper measures each element's condition of enterprise informatization input and output through the cognitive process of enterprise informatization stakeholders and finds the relationships between informatization input and output.This article studies the performance evaluation of enterprise informatization from the input-output process perspective, breaking limitation of evaluation from the single input or output perspective, and put forward the informatization performance evaluation model based cognitive. The main innovations include:First, this paper firstly applies the value chain model to the performance evaluation of enterprise informatization. The value chain model based on enterprise informatization, which puts informatization and enterprise value increment together and analyses the action mechanism of informatization input and output and indirect relationships between them provides a new ideas for performance evaluation of informatization.Second, this paper studies enterprise informatization evaluation from the input-output process perspective. The article points out that the informatization performance evaluation should conduct from the two aspects of results and process, so that not only analyze the effects of enterprise informatization, but also evaluate the informatization process. This paper views enterprise informatization as a system, distinguishes the input and output elements of informatization under the guidance of the systematic view and puts forward to evaluate informatization performance from the input-output process.Third, in evaluation method, this paper puts forward the cognitive measurement model that probes the enterprise information input-output relationships by the information processing of cognitive subjects. In order to guarantee the effectiveness of respondents'cognitive process during the questionnaire survey, this paper referring to the cognitive decision related theory and following the people's cognitive laws sets situation start-up and cognitive needs measurement. This paper applies the research achievements about cognitive decision and cognitive psychology to the performance evaluation of enterprise informatization which have certain innovation in the research methods.Forth, in order to adapt to the demand of mass further investigation and improve the efficiency of the evaluation work, this paper designs the performance evaluation system of enterprise informatization which seals the specific evaluation calculation process in the interior and solves the problems of information collection and release sharing in the evaluation. Consequently, enterprises can conveniently evaluate informatization performance by the system and the system can provide decision-making data for government management department.
