With the introduction of Thirteen Five planning, role of forestry in the sustainable development of China’s is more prominent in the future. More than 90% of our forest resources are concentrated in the mountains, but China’s poor population concentrated in the mountains. In 2015 China has entered a crucial period of poverty reduction, development o f forestry will become a strong boost power. Not only help us to achieve to build a moderately prosperous society in 2020, promote ecological civilization construction, but also improve people’s living environment and quality of life.Due to the urgent requirements of the liberation forestry productivity and development of forestry production, in 2003, collective forest right system reform started a small-scale test in southern China. It established the position of farmers in business entities, improved farmers’ enthusiasm for afforestation.The effectiveness of reform get better and better. in 2006, the country set off a wave of collective forest right system reform. By the end of 2011, Gansu Province Zhai Township complete a comprehensive forest ownership determination job. Collective forest right system reform, expands the revenue streams of zhai Township villagers, makes its forest resources in their jurisdiction effective management and protection, thereby improves the villagers’ living environment, and reduces social instabilities.Forest property transfer is the inevitable product of collective forest right system reform. On the one hand,since most farmers changes in production methods, resulting in more and more serious phenomenon of abandoned woodland, on the other hand,farmers lack forestry cultivation techniques, resulting in low efficiency forest industry, forest resources are not fully rational use. Therefore, the forest property transfer is an effective way to improve the contradictions generated in forestry development. Forest property transfer has been quite common in China, and getted a significant effect. In 2015,under the leadership of the Zhai township government, launched a large-scale movement of forest property transfer. O f course, there have been many problems in the exploration process of forest property transfer,such as the interests of the villagers are difficult to maintain, relevant government departments supervision is not enough, and villagers are lack of legal awareness. Through the analysis of the case of forest property transfer of Zhai Township and summarize the problem during the existence of the problem, it can provide the basis for some of the common problems of Forest property transfer in China, Use theoretical tools guidance and learn from the advanced experience of comparable countries, to propose appropriate countermeasures and programs, it is the ultimate goal of this study.
