With the development of economic globalization and the coming of new economic era, the future intense market competition is the competition of high-quality talents. Human capital with innovative knowledge is becoming the scarcest resources, and the important factor which influences a country's overall national power and international competitiveness. It is imperative for China to transfer rich human resources into human capital in order to realize modernization. Human resources have been a frequently-used word, while human capital has not been used frequently. With the arrival of knowledge-based economic era, human capital gets recognized by the society and is applied a lot, and governments and companies of different countries are devoting themselves to transferring human resources into human capital, which is an important factor for economic development. Thus, the capitalization of human resource in China is the inevitable choice for Chinese economic and social development.The ways to explore the capitalization of human resource can be carried out from such perspectives as technical training, labor force exporting and reemployment. However, according to the survey of the capitalization of human resources of the state-owned enterprise in the old industrial base of the northeast, the current development policies and measurements of human resources, to some extent, have ignored the subjective factors of the capitalization of human resources. Human resource is essentially a kind of subjective existence, and the market consciousness of the laborers influences the degree of the capitalization of human resources. Therefore, it is necessary to transfer the subjectivity of human resource in order to change the original strategies of capitalization of human resource, namely, to strengthen the market consciousness of the capitalization of human resource. From the sociological point of view, this dissertation discusses the market consciousness of the capitalization of human resource, with labors in the state-owned enterprises in the old industrial base of the northeast being the research subjects, focusing on the subjective human resources development strategy, taking the fundamental interests of the masses of grass-roots as the standpoint. The human resource of the old industrial base of the northeast has its own history and characteristics. Long-term planned economy made the staffs of the state-owned enterprise live in the enclosed unit, lead a well-fed life, therefore, form a style of working with passive obedience, refusal of competition and abandon of choices, meanwhile form such a way of living and behaving as sticking to the status quo, refusing adventures and risks. After the transformation of the state-owned enterprises, laborers are not aware to enter the market of human resources. Thus, human resources are in the conditions of being idle, weakening and ineffective.According to the literature review, we can conclude that the traditional human resources development strategy has developed human resources as a kind of objective factor of production, neglected the laborer's subjective initiative, and failed to arouse the enthusiasm of laborers, which results in the fact that laborers choose to wander out of the system and are not willing to accept the training offered by the government and enterprises. Especially, the development policies and development measurements of human resources in some cities, which are in the transformation of the old industrial base of northeast, " have neither effectively broken the subjective obstacles of human resources, nor seized the basic ways to activate and utilize human resources, which, in a great degree, results in the idleness, weakening and ineffectiveness of human resources." 4We advocate that the capitalization of human resource must focus on the subjects of human resources, and start from the subjective factors of the capitalization of human resources. The capitalization of human resources can't rely solely on the government and development agencies developing human resources in the same ways as developing natural resources, and must begin with transferring the consciousness of the subjects of human resource, that is, the consciousness of the grass-roots. Through promoting the market consciousness of the grass-roots, improving their ability and the degree to participate in the market, grass-roots will gradually be aware their own value of human resources in market competition, form their ability to make benefit from their own human resources and manage their own human resources in consideration of cost and benefit.From the general theory level, this dissertation analyzes market consciousness reliance of the capitalization of human resource. Planned economy consciousness is the hindering factor of the capitalization of human resource and market consciousness is the appeal of the capitalization of human resources. With the influence of the long-term planned economic system, laborers have formed strong consciousness of status, unit-dependent consciousness, excluded investment and competition and given up choices of working style, which limits the active transferring of human resources into human capital; The establishment of the socialistic market economy makes laborers conscious of market investment and operation, prompts laborers to be capable to join in the market, make full use of various social network, manage human resources market operation, and acquire appreciation of human resources through the market transaction. That is to say, the laborer's market investment operation consciousness is the subjective premise of the capitalization of human resource.This dissertation discusses the generation of market awareness from such aspects as ideological emancipation, innovation of system, drive of benefit. Ideological emancipation is a kind of consciously motivated ideological movement of human beings, with each ideological emancipation bringing the corresponding social change, social consciousness change, the change of ways of thinking, and the change of people's behavior. Starting with the discussion of the standard of truth, ideological emancipation movement broke through the bondage of the concept of plan, awoke the laborer's subjective consciousness. Thus, people have transferred from being afraid of risk into facing the risk, from repelling competition into participating in competition, from being rigid-minded into being innovative. The grass-roots have formed a human resource market investment operation consciousness, which laid a solid foundation for the capitalization of human resources. Innovation of system is the realistic foundation of the market consciousness of the capitalization of human resource. Under the condition of socialistic market economy, laborers form the investment benefit consciousness of human resources, which provides the material conditions for the capitalization of human resources. In the process of reformation of the state-owned enterprises, a lot of workers have been thrown into the market. The laid-offs must have the market investment operation consciousness in order to choose the market rationally and realize the appreciation of human resources. The establishment of the labor marketization changes the human resource allocation from planned configuration to market allocation, thus, people's traditional employment idea underwent a fundamental change. The laid-offs of state-owned enterprises have the consciousness to enter the market initiatively, which is the realization of the selection of the capitalization of human resources. The drive of benefits is the fundamental power of the generation of the market consciousness of the grass-roots. Under the conditions of market economy, the way of resource allocation has changed, resulting in the increasingly differentiation of personal interests, and increasing marketization of the realization of personal interests. Laborer market operating consciousness is the basic ideological premise to maximize the economic benefits and social benefit and the capitalization of human resource is the result of rational choice of market consciousness.The capitalization of human resource is also a process of rational selection, which is a continuous process to surpass self and other, and realize self and other. This dissertation analyzes the process of concept surpass and realization of the capitalization of human resource through case study. The case study takes the capitalization of human resource of Manager Q5 in HZ Co., LTD as the object, the time as the clue of development, the state-owned auto accessory market as background, probes the ways of grass-roots to break through the bondage of the traditional planned economy and transfer from inside of the system to outside of the system and eventually realize the transformation of human resources to human capital within the systematic transformation of the reformation of state-owned enterprises.There are a lot of researches on the capitalization of human resource from the viewpoints of management and economics, while there are few researchers studying the market consciousness of the capitalization of human resource, let alone the corresponding research from the sociological perspective, which brings lots of difficulties to the research of this dissertation. This dissertation not only applies the existing achievements but also breaks through the limitation of the previous researches. The achievements of this dissertation is the theoretical feedback of the strategy ineffectiveness of the traditional capitalization of human resources, meanwhile, it provides theoretical reference for the human resources development of the society and enterprises, and the guideline to promote self-value of human resources.
