Study On National Land Supervision System And The Performance

The establishment and implementation of national land supervision system is a major innovation to land management system in our country ,is an active exploration to improving the central and local executive power and responsibility system. In this paper, through comparative analysis, field surveys, interviews, qualitative analysis and quantitative analysis, regarding the national land supervisory system as study object, we studied the basic theory and system performance of land supervision system. The main contents and conclusions are as follows:1. By defining the meaning of national land supervision system, we defined that land supervision system is an important component of the administrative supervision system. To clarify the relations of land inspectors and inspectors of land central government, local government, is to laid the foundation for fundamental research of establishing the national land supervision system. From the administrative supervision theory, public management theory, intergovernmental relations theory and the theory of government regulation to find out the theoretical basis for land supervision system construction.2. We analyzed the system environment and value of national land supervision system. Pointed out that the designation flaws of land property system and the contradictions of land management system is the root causes of land supervision system. The land supervision system has economic, political, ecological, ethical and institutional value.3. By comparing the national land supervision system and the ancient system of auditing and monitoring and the Russian land supervision system, we concluded: the land-supervision system lack of legal basis, lack of independence of the inspectorate, the narrow terms of reference, powers small, building construction of Inspector system imperfect and weak.4. By defining the content and the performance evaluation of National land supervision system, we established the land quality evaluation system and the performance evaluation system for national land supervision system. Among them, the supervision system of land quality evaluation index system including criteria for level 2, 5-level indicators, 12 secondary indicators; Implementation Performance Evaluation System of the land supervision system, including criteria for level 3 and 15 indicators.5. We use fuzzy mathematics method to evaluate the quality performance of national land supervision system , the result is "good." By using integrated evaluation method, we evaluated the implementation performance of 9 cities which Shenyang Bureau of State Land Inspector carried out regular supervision in 2010.Comprehensive performance status is: Qiqihaer> Changchun> Jinzhou> Shenyang> Siping> Harbin> Benxi> Tong Hua> Dalian Port Arthur area. Further analyzing the evaluation results, the conclusions are following: the efficiency of the system is general; the implementation effect is good; the economic benefits of the system implementation are different.6. By studying 4 years work experience of Bureau of Shenyang, we analyzed the problems in the construction of land supervision system, and finally, we put forward recommendations for improving the construction of land supervision system.
