Since Turgut Ozal (the Turkish Prime Minister) raised BOT in 1984, it has evolved all sorts of forms such as BOOT, TOT, PPP and so on. These financing patterns have been widely used infrastructure field all over the world.It is well known to all, these project financing modes play important roles in the infrastructure field. They can reduce financial burden of government and improve facilities efficiently. However, infrastructure project has large-scales and have been running a long time (10-30 years and sometimes even much longer), the internal and external environment of project is constantly changing. If it happens to occasional or serious or subversive events, it can be leaded to failure.So, many experts and scholars research the risks of project. They all focused on the risks of using a single project financing mode and they don't consider if changing environment is compatible with the original mode.Therefore, this dissertation proposed BOT-TOT-PPP integrated financing mode based on combination and conversion of three kinds of project financing mode. Using the hall for workshop of meta-synthetic engineering, it can integrate system, the people's thinking, the people's experience, knowledge, wisdom, and a variety of intelligence, data and information and so on. So we can evaluate the environmental impacts of infrastructure projects and select the proper project financing mode,Based on the above ideas, this dissertation analyzed characteristics of BOT, TOT, PPP and designed the overall framework of the BOT-TOT-PPP integrated financing mode and discussed the spatial structure and time structure of BOT-TOT-PPP financing mode using the hall for workshop of meta-synthetic engineering.Specifically, this dissertation studied on several aspects as follows:This dissertation analyzed the necessity and feasibility of using BOT-TOT-PPP financing mode at infrastructure projects, and designed the overall framework BOT-TOT-PPP integration of of financing model based on analysis of project stakeholder and the contractual relationship. This dissertation studied the spatial structure of infrastructure projects. According to WBS (work breakdown structure) tool, infrastructure projects can be breakdown to different sub-projects and each sub-project can be selected a different project financing mode. Moreover, this dissertation also analyzed the risks of projects and Risk-sharing among the stakeholders.This dissertation studied the time structure of infrastructure projects. It raised the solution of the risk that may occur during operation and established a project environment assessment mode. If environment changing is not matched the original project financing mode, it can transformed into the appropriate project financing mode based on the project evaluation results to deal with the risk of the project and ensure the project implementation smoothly.Finally, this dissertation studied a case that is Wuding-Kunming highway and analyzed the spatial structure and the time structure of Wuding-Kunming highway.This dissertation may put forward innovation point. That is:It proposed the view of model combination and conversion and raised a new BOT-TOT-PPP integrated financing mode. It also analyzed the necessity and feasibility of using the BOT-TOT-PPP integrated project finance mode in infrastructure field and designed the overall framework of using BOT-TOT-PPP integrated financing mode.It uses the hall for workshop of meta-synthetic engineering to integrate the experts wisdom so that we can assess the infrastructure project's environmental impact. We can not only select the suited project financing mode, but also change the original pattern into new pattern based on changing environment. It may be a new way for infrastructure project to avoid the risks.Hoping this dissertation provide a new idea for infrastructure construction and contribute to our society.
