| With the globalization of world economy, the development of enterprises are increasingly dependent on international markets, at the same time they are increasingly subject to global economic and trade rules. As the tariff measures have been weakened, and the applications of other non-tariff measures continue to be bound and their restrictions to import have been gradually decreased, technical measures have now become an alternative choice to importing countries instead to protect the trade and market. AQSIQ's survey shows that foreign technical barriers to trade have now become China's major obstacles to export. Therefore it is meanful not only to analyze the impact of Technical Barriers to Trade (TBT) on enterprise growth but also to studies the strategies in enterprises on TBT. This paper would help to improve the technological level of related industries in China, as well as the product quality and enterprise management level. It would also help to strengthen the international competitiveness of Chinese enterprises, to expand export and to reduce the loss of foreign trade. As a result, a social and economical stability and a sustainable development could be achieved.Based on domestic and foreign theories of TBT and enterprise growth, this paper first described the characteristics and new trends of foreign TBT, followed by its inspiration to China and Chinese enterprises.After reviewing the profiles of Chinese export enterprises and their growth, this paper then analyzed the impact of present and future TBTs in developed countries on these export enterprises. It took the data from AQSIQ's survey about China's export enterprises' meeting with foreign TBT,, analyzed it from the specific circumstances respective the impact of different TBT on them. Then it discussed from four aspects (foreignness, enterprise itself, related government authorities and macro environment), and pointed out that the way to avoid such barrier and to reduce related loss was to understand the root cause of the problem. It further discussed factors that influenced the growth of export enterprises, including internal factors, external factors and technical factors in particular. It also discussed the characteristics of export enterprises'growth against the life cycle theory of enterprise growth. The paper also includes the analysis of the positive and negative affects of TBT, and its impacts at different stages of enterprises'life cycle.The paper continued with the study of the TBT alert system in China's export enterprises. Based on the system input elements, conversion elements and output elements and combined with the actual situation that China's export enterprises are facing, this paper came up with a new design of an evaluation index system which contains of 2 first level indicators,7 second level indicators and 26 third level ones, which became Fuzzy Neural Network Model on TBT Alert System, then took an example to evaluate the influence degree of the TBT for the enterprise and make the responding alert by using this system.At the end of the paper, it studied strategies in enterprises, government authorities and NGOs on TBT, This study began with the success use of social capital under legal and social two dimensions to deal with TBT, followed by the discussion of growth path of export enterprises'meeting TBT including the strategic principles and the methods, Based on the life cycle theory it came up with strategies for enterprises at different stages of the life cycle. In particular, it discussed enterprise development and corporate social responsibility, management improvement for resolving quality issues, as well as development of technological innovation for resolving technical issues. And based on the present status and existing problems in coping with TBT, the paper concluded with that the Chinese macro's (government authorities and NGOs) strategy is to establish an integrated support system with resources from different parties.
