Since the Uruguay Round of negotiations,China's tea exports face a sharp slump in tariff levels.At the same time,the developed countries(regions),such as European Union,Japan and the United States,set more stringent Technical Barriers to Trade and improve the limitation standards of pesticide residue,which has a seriously negative impact on tea exports to these areas.Owing to the impact of Technical Barriers to Trade in developed countries,the overall volume of China's tea exports has been a certain degree of decline,but compared with the former,the degree of influence has eased.Based on this phenomenon,the author tries to analyze ways and the intensity which the Technical Barriers to Trade influence China's tea exports.First,the part of literature reviews presents the related researches of the Dual Margin,Technical Barriers to Trade and Tea,Then,Combined with the New-New Trade Theory and related knowledge of Technical Barriers to Trade,we explore the influence of the Technical Barriers to Trade on China's tea exports.Secondly,we discuss the status quo,characteristics and the real issues of China's tea exports based on the HS-6 coded data of the United Nations Commodity Trade Statistics Database from 1996 to 2015.Thirdly,China's tea exports are divided into intensive margin and extensive margin from the micro-level,and we draw a conclusion that the increase of China's tea exports mainly depends on the intensive margin.Finally,the paper discusses the impact of Technical Barriers to Trade on China's tea exports from the empirical perspective by establishing VAR metering model.The results show that the Technical Barriers to Trade has negative impact on the intensive margin and positive impact on the extensive margin of China's tea exports in the long run,and the negative impact is significantly greater than the positive.In addition,the Technical Barriers to Trade has a positive impact on the extensive margin of China's tea exports in both the long term and the short term.that is to say,the implementation of Technical Barriers to Trade in developed countries is conducive to China's tea exports in the larger market.In the light of the results that the effect of Technical Barriers to Trade on China's tea exports is mainly due to its negative impact on the intensive margin,the author puts forward some suggestions.In dealing with Technical Barriers to Trade,our government still needs to take measures,such as increasing policy support,publicizing Chinese tea culture and uniforming tea inspection Standards.At the same time,the companies need to improve their own innovation ability and strive to establish a good brand awareness to increase the added value of China's tea.The enterprise and the government's active cooperation will enhance the competitiveness of China's tea and be beneficial to avoid technical risks.Therefore tea exports can achieve diversified development in export markets.
