Automotive industry is the backbone of our industry and the world economy, the explosive growth of auto consumption is an important reason of global oil consumption growth. Oil demand in the global automotive industry is sixty percent of the total demand, and about thirty-five percent in China. Concentration of oil production and the continued tight supply problem is afflicting the world auto industry. With the increasing awareness of environmental protection and the world's energy supply problems emerge, forcing China and other developed countries to reduce dependence on oil. Meanwhile, automobile exhaust has started to become a major source of air pollution, threatening the health of urban residents. The rapid increase in carbon dioxide emissions accelerates global warming trends. The development of new energy automotive industry is not only conducive to energy conservation, but also an important component of low-carbon economy. How to find breakthrough technology in new energy vehicles depend on characteristics of automobile industry, research and development new energy automotive industry and industrial policy has become an important topic in front of our government and enterprises.This article describes the various new energy automotive technology principles and characteristics. Nowadays hydrogen fuel cell technology is the focus of the study. Hydrogen fuel cell technology is the key technology to realize industrialization. As the complexity of the control process of hydrogen fuel cell system, it is very difficult to establish a unified model. And every sub-model of control system can not reflect the full picture of the fuel cell control processes. This paper studies how to use fuzzy neural network to control the fuel cell system. By adjusting the optimal fuzzy rules, the input is highly efficient in fast-changing learning and judgement. The paper proved that fuzzy neural network control is better than traditional control methods.In addition, this paper combines U.S., EU, Japan and other developed capitalist countries in the new energy automotive industry policy, analysis the major obstacles that the new energy automotive industry faced, and proposed the development of new energy automotive industry technology development strategy, infrastructure strategy, and economic strategy. Finally, the countermeasures of specific implementation and development of new energy automotive industry are given.The research stands on the entire system of industrial technology development strategy, analyses the existing advantages and disadvantages of alternative energy vehicles, and the critical control of fuel cell technology research. The research also analyses the new energy automotive industry policy, proposes of the implementation development strategy of new energy vehicle industry. This subject is of great practical significance in the development of Chinese industrial technology.
