On The Food Security Responsibility In Grain Provinces And Its Realization Mechanism

Food security in grain provinces is a problem concerning not only the common interest of national food security and the core issues and strategic issues of national food security, but also the development of food industry in grain provinces and the sustainable development of national economy in food kingpin provinces. It is an issue worth of much consideration that different interests such as national food security, the development of food industry in grain provinces and the sustainable development of economy in food kingpin provinces be coordinated with the same target. The action strategy of food security responsibility in grain provinces(FSRGP) makes every effort to seek out an operational solution to it. This study aims at expounding the reasons why the action strategy of FSRGP should be carried out and how.The paper falls into 7 chapters. The 1st chapter presents the research directions, methods, contents and possible innovations on the basis of research background, research significance, research achievements at home and abroad.The 2nd chapter focuses on the production, condition and realization route of FSRGP after identifying the intension, extension and characteristics of FSRGP.The 3rd chapter puts forward basic ways of identifying FSRGP after expounding the principles of identifying food security responsibility. Then it systemically analyzes the targets and contents of FSRGP. Last, it conducts a systemic research and design on the performance evaluation index system, index standard, index weight, index dimensionless, evaluation model and methods of the FSRGP on the general framework of establishing the performance evaluation index system of FSRGP.The 4th chapter studies the nature, characteristic, content and method of social behaviors, market behaviors, government behaviors and household behaviors, and the appearance of harmful social hehaviors, failure behaviors and harmful social behaviors and the countermeasures after analyzing the relationships between 4 behavior subjects of FSRGP.The 5th chapter constructs the basic framework of realization mechanism of FSRGP by using mechanism design theory including power mechanism, guarantee mechanism, excitation mechanism and monitoring mechanism, etc., their working environment and basic methods also analyzed. The 6th chapter conducts a simulation evaluation on the performance of food security responsibility in 2009 Hunan province based on the basic theory and design program of FSRGP behaviors. It analyzes the key elements influencing and constraining the performance level of FSRGP behavior.The 7th chapter reaches the conclusions and suggestions of this paper.This paper, with method of logical positivism, is based on equilibrium theory and organizational behavior theory. Its conclusions and innovations are reached by analyzing the general mechanism of FSRGP action with logical reasoning method; the intension and extention of food security responsibility are identified by using fuzzy mathematics; an operational method of responsibility decomposition and boundary identification of food security in grain provinces is presented with modern economics method; a system and specific operation program of responsibility behavior performance of food security in grain provinces are constructed by using comprehensive methods; behavior modes and their characteristics of food security responsibility subjects in grain provinces under market economy with Chinese characteristics are analyzed by using organizational behavior theory; the selection of farmer working behavior is analyzed by utility behavior theory and the phenomenon of fallow and waste land is explained; the power mechanism, guarantee mechanism, excitation mechanism and monitoring mechanism aimed at guaranteeing the realization of FSRGP under present economic environment are designed by economic mechanism theory.
