In this paper, we collate and summarize the literatures, then find out that competition and transformation in the telecom industry have changed the value rules and demands of the industry and business. Therefore, the collaborative innovation based on industry chain between telecom operators, service providers and other related companies has become an important way to realize their values. Based on that, the paper studies on the telecom value by followed. At revealing the concept of telecommunications value and evaluating the value of the telecommunication industry, while we discuss the changes of the structure and distribution of the value in telecom industry in depth, and then point out that the change has affected on the value creation and share of telecom operators. Subsequently, around two business links--the operators and service providers, the paper studies on the approaches and models of telecom innovation based on value creation and the telecom innovation incentive based on value share in future. All of the researches can be seen as the specific operation and protection of telecom value creation and share. All in all, we get the following main innovative conclusions:(1) In Chapter 3, based on revealing the concept of telecom value, we evaluate the value of 3G innovation in China by using the binomial real option tree method at the operator's point of view scientifically, and point out that the telecom industry has a huge space to innovate value. Based on this result, we investigate the changes of the structure and distribution of the value in telecom industry under the condition of technological progress in further. After that, we discuss the enormous challenge to the operators and other entities of creating value, which is bringed out by the complexity of the value structure and the fragmentation of the value in telecom industry. And then we make the key point that the telecom operator and service provider should innovate collaboratively based on industry chain.(2) In Chapter 4, we give emphasis to the telecom innovation based on value creation between the operators and service providers. First, we summarize the various types of telecom innovation, and illustrate the technological advances and users'needs are the two core drivers of telecom innovation. On this basis, we study on the models of cooperated innovative based on value creation between the operators and service providers in depth, and then highlights the positive impact on telecom value creation of win-win cooperation based on value chain between the operators and service providers by the mathematical models.(3) Chapter 5 is about the telecom innovation incentive based on value share. After combing the inherent logic among the value share, innovation incentive and pricing in telecom industry, and combining the features of the telecom business market, we make an emphasis on incentive strategies based on the quality of telecom innovation between the operators and service providers on non-competitive and competitive conditions. The results show: on the non-competitive circumstances, the value creation and share will be affected by the quality of telecommunication services and the relative market position among the parties participating in the market; in competitive conditions, the cost coefficient of quality of the the service providers will affect the operators'choice about the object to cooperate and the quality of the innovation activities, also the value create and share between both sides.The logical relations in text are as follow: telecom value analysis in Chapter 3 is the foundation and prerequisite of the value innovation among the operators and service providers; the telecom innovation based on value creation in Chapter 4 is the connected link of the parties such as operators and service providers to cooperate innovation; the telecom innovation incentive based on value share in Chapter 5 explains the conflict in value sharing between cooperation two sides and how to coordinate the conflict. The three interrelated closely chapters focus on the main theme——"value", and jointly support the research topic——"A study on the telecom innovation based on value realization".
