In the course of industrialization and urbanization, resource-based cities have always been the growth pole of urban economy and even national economy in China. Also, they have been the energy and raw material supply base of the state economic construction. As time goes on, many resource-based cities'resources are in imminent danger. On March 6th,2009, the State Council designated the second batch of 32 resource-exhausted cities. Plus the first batch of 12, the number of resource-exhausted cities of China has reached 44. To cope with the international financial crisis, the central finance will give financial transfer payment to support the 44 cities to promote sustainable development of resource-based cities. The most important thing is that all the resource-based cities must combine the self condition and transform the economic growth mode timely. They should seize the opportunity to explore a new way of sustainable development, not only realize the transformation, but also promote the green innovation of production mode and achieve green transformation.The aim of this dissertation is to grope for the connotation of green transformation and the composition and influence of its inner system. It starts with the theoretical bases, analyses the connotation in depth, and constructs the composite systems of green transformation of resource-based cities. Also it assesses the green development ability synthetically and explores the mechanisms and countermeasures of green transformation of resource-based cities of our country. This dissertation is a preliminary study that is both theoretical and practical of green transformation of resource-based cities.The innovations in the dissertation are as follows:1. This dissertation provides a new definition on the connotation of green transformation of resource-based cities. This dissertation expatiates on the connotation of green transformation through the three-dimensional structure model, compares the differences between general economy transformation and green transformation, and concludes that:green transformation is different from general economy transformation in seven respects as economy, society, resource, environment, enterprise, industry and government. By contrast, green transformation of resource-based cities emphasizes green economy instead of merely avoiding "mine exhausting while city declining"; emphasizes developing and improving the quality of labor force in industries instead of transferring and settling the quantity of labor force between industries; emphasizes high effective utilization of resources instead of abandoning resources to develop; emphasizes protecting environment during production process instead of eliminating pollution after production process; green transformation also pays attention to establish green operation system and green innovation system of enterprises; pays attention to transform the resource-based industries and reform the whole industry system; pays attention to change the role of government and realize self green restriction and supervision during the transformation.2. This dissertation points out that the cost of ecological environment protection and human capital promotion are the characteristic internal costs of green transformation. The dissertation analyzes the inner cost, optimal timing and mode of green transformation of resource-based cities. On the basis of the connotation of green transformation, the dissertation makes a deep study in the cost, optimal timing and mode of green transformation. It concludes that the cost of ecological environment protection and human capital promotion are the characteristic internal costs of green transformation, the optimal timing of green transformation is growing stage, maturity stage and early recession stage of resource-based industries, and the best mode of green transformation is the industry extending mode.3. This dissertation builds the model of composite systems of green transformation of resource-based cities. By using the theory and modeling methods of composite systems, this model is built to correspond with the three-dimensional structure model of green transformation of resource-based cities. It studies in the four factors of economy, society, resource, environment and three mainbodies of enterprise, industry and government. Firstly, the power system will solve the problem of "why to carry through green transformation". It is made up of economy, society, resource and environment, and analyses the necessity and inner force of green transformation. Secondly, operating system will solve the problem of "how to carry out green transformation". It is made up of enterprise, industry and government, and elaborates the concrete operable approaches of green transformation. Thirdly, the inspect system will solve the problem of "what is the aim of green transformation". It is made up of the two aspects above. The reason aspect includes economy-growing, society-harmonious, resource-saving and environment-friendly and the method aspect includes enterprise green operation, industry green reorganization and government green supervision. They systematically evaluate the goal that green transformation should achieve.4. This dissertation sets up the evaluation index system of green development ability of resource-based cities. The index system is briefly made up of 1 first class index,7 second class indexes,17 third class indexes and 85 fourth class indexes. It continues the connotation of green transformation and comprehensively investigates the development state, the change trend and the harmony extent in economic construction, social development, resource utilization, environment protection, enterprise operation, industry construction and government supervision. Also, this dissertation has a quantitative study and positive analysis on the situation of green transformation and green development ability according to the firsthand materials and related data investigated in Taiyuan. It summarizes the changes of Taiyuan before and after the implementation of green transformation and puts forward several policies and suggestions to advance and accomplish green transformation.
