A Study Of Push Service Based On City's Mobile E-Taxation

Mobile e-government is a new model of e-government applications developed on the basis of the traditional e-government. In order to achieve the real-time information interaction among the government, majority of civil servants and the general public, it real-time visits government e-government platform by mobile wireless networks, mainly by using mobile terminals. Under this model, it fully break through the time and geographical constraints, can supplement each other with traditional e-government systems to achieve the restructuring of government work processes, improve public service quality and management level, and achieve transformations of service-oriented government.In this paper, it firstly focus on the role of government, digital city and city government management analysis, saying the government information construction should serve for the development of information technology & knowledge-based economy. Then it summarizes on the modern public management and e-government, research and application of mobile e-government, informational push technology and services. At last, it makes mobile e-government technical support, system structure research and the empirical study of mobile electronic tax system in wuhan city for the research contents of this paper.In this paper, it researches on the key business and technology protocol for mobile e-government, summarizes the existent advantages and application obstacles of mobile e-government development, as well as the position and role in the future development of e-government. It makes analysis of mobile e-government architecture on the aspects of theoretical foundation, construction pattern, and the value of services and management research, gives four kinds of models:mG2G, mG2E, mG2B and mG2C. It finally draws a conclusion that city government can create service-oriented government, harmonious society and conservation-oriented society, thereby seize the opportunity to raise the level of information on management value by means of upgrade production services of mobile e-government.In the view of the effect way to strengthen governmental social management and public service, through the comprehensive analysis, summary and refinery of the existing achievement, we propose the framework of mobile affairs public service system in the background of creating a service-oriented government and put forward corresponding suggestions, which will promote the effective combination of the mobile e-government construction and government public service, therefore, to improve the government public service quality and development level.On the case study of mobile e-tax system in wuhan city in the paper, it describes the construction of this system and makes a study of the foundation for building electronic "Golden Tax Project", analyzes the project's necessity and urgency. Starting from the system requirements analysis, it puts forward general design plan of this system, concludes the overall structure of the core modules, function modules and the construction contents of mobile electronic tax system, and demonstrates the application interface and partial results of the system.Mobile e-tax system is a systematic project. In order to make this system operate better, it is necessary to reform the traditional management mode. This paper studies the business process re-engineering that is needed to meet the public service demand and to support information technology. The e-government process re-engineering realizes the new mode of "push type" service, and improves the performance of wuhan tax department as well as the public's satisfaction.In this paper, based on the research concerning the structure of mobile e-government system and empirical research of Wuhan mobile e-tax system, for the urban development of mobile e-government, it makes a proposal such as we should lay down laws and regulations related to mobile e-government, the overall construction plan and top-level design must be prepared for making full use of mobile e-government for increasing the amount of e-government applications and object aspects. It also gives some policy advices and recommendations for developing mobile e-government, enhancing the level of public services and creating service-oriented government.
